Service Care Solutions are looking for a Senior Financial Operations Accountant to work within the Merseyside Police on a 12-month contract.

Rose Hill (Merseyside Police HQ)


Job descriptions/roles:


Responsible for the accounting entries in the force financial records, in such specialist areas as Capital Accounting, Pensions, VAT, Efficiency Planning and the Force Assets Register; and to satisfy the requirements of statute, local authority accounting legislation,and relevant accounting standards (Including VAT returns).


  • Maintain the integrity of Forcelevel accounting records, ensuring that corporate reconciliations are completed accurately, and that unreconciled balances are investigated.
  • Develop, implement, and maintain a system of continuous improvement in systems, to ensure best use of Force resources.
  • Provision of advice, and preparation of reports at Chief Officer level; ensuring that financial information is reliable, and that major variances are investigated.
  • Undertake research and development into the accounting requirements of any new legislation and initiatives, ensuring that the force fulfils its statutory and legal responsibilities.
  • Provide advice and professional guidance to Mid-Grade Accountants, to help them perform their notes to a high standard, and aid in identifying any development needs.
  • When required to deputise for the Financial Operations Manager, to ensure the continuity of an effective finance service to the Force.
  • To support the capital programme to determine the capital financing requirements of the Force.
  • Develop budget monitoring and the Statement of Accounts to ensure compliance with relevant legislation and to meet the specific requirements of the Force.
  • Responsible for the accurate and timely construction of the Force Budget, the closure of accounts and the preparation of the statement of accounts.
  • Undertake any other duties of a similar nature that may be assigned from timetotime, to ensure the continuity of an effective financial management service.

Knowledge/Experience required:


  • Fully qualified CCAB Accountant.
  • Postqualification experience of working within a large and complex financial environment.
  • Detailed technical knowledge and experience of financial accounting systems and procedures.
  • Evidence of working under pressure, with clear experience of selfmotivation and workload prioritisation.
  • Welldeveloped analytical skills, and the ability to proactively respond to financial issues as they arise.
  • Welldeveloped oral and written communication skills are required to communicate financial issues to both internal and external stakeholders.
