Job summary:

Do you want to be part of a programme that is contributing to key Government policy including levelling up, local economic growth and enabling more accessible, integrated public services?


If so, our Commercial Assistant role within the One Public Estate programme will provide the opportunity to get involved with supporting multiple projects across the country.


The One Public Estate (OPE) programme is jointly delivered by the Office of Government Property (OGP) in the Cabinet Office and the Local Government Association (LGA).

It supports the cross-public sector working to deliver ambitious property-led projects that create local economic growth, integrate public services and drive efficiency savings.

We take a place-based approach, supporting projects that make a difference for local communities, and we support the delivery of the Government Property Strategy.

To date, we've provided early-stage funding for over 750 projects and we've got ambitions to deliver much more.

Our varied team across the two organisations consists of professionals from the property, project delivery and commercial functions. You will work primarily on the programme's commercial agenda, spanning OGP and the LGA.

You will be critical to supporting day-to-day delivery of the programme, as well as driving the exploration of commercial strategy and opportunities to move the programme to a sustainable future.

You will have the opportunity to build your experience of working in large programmes, both in scale and scope.


Job description:

We're looking for an enthusiastic, dynamic and organised team player, comfortable working with senior leaders.

Excellent written and verbal communication skills will be needed, as will an ability to balance competing deadlines and manage upwards.

The role would suit someone with experience of managing programme budgets, contract management and with commercial skills who is keen to further develop in a large-scale programme environment.

You will report to the Head of Commercial Strategy and will also work closely with the Programme Director.


Specific Responsibilities include:

  • Lead for the management of sustainable grant; a pot of funding which has been awarded to OPE partnerships on the basis it will be recycled back into the programme at a later date. Responsibilities include financial management and reporting.
  • Responsible for the OPE programme grant management and compliance including award strategy, approval, payments, reporting and audit. Engagement with the Government Grant Management Function to continually develop the approach to grant awards across the programme.
  • Providing contract management and procurement support to the programme through liaison with Cabinet Office Commercial teams and engagement with Crown Commercial Services. This includes supporting quarterly Contract Management performance reviews, assisting with developing and agreeing contract renewal business cases, and managing contract renewals. This may also include drafting advice for Ministers and senior officials.
  • Providing daytoday management of the programme budget, ensuring forecast and actual spend figures are accurate and are in line with spend decisions agreed by the budget holder and Senior Responsible Officer. For the LGA contract, ensure forecast and actual spend figures are accurate, are within contract spend limits, and reflect agreed programme priorities. Liaising with Finance Business Partners and other business units as required. Reporting to the Head of Commercial strategy who has oversight of the budget and reports to programme leadership.
  • Support the development of a commercial pilot, including:
  • Provide ongoing support to the Head of Commercial Strategy to deliver the OPE Commercial Strategy.

Essential Criteria:

  • Excellent verbal and written communication skills, including drafting skills.
  • Experience of working with central and/or local government.
  • Experience of working in programmes and/or projects.
  • Experience of working with budgets and financial management.
  • Awareness of commercial and procurement activity within government.
  • Proactive and forward thinking.
  • Problem solving skills.

Desirable:

  • Experience in a commercial and/or contract management role where you have demonstrated an analytical approach and good problemsolving skills.
  • Experience working within a commercial setting in the public sector or knowledge of procurement in government.
