Description
The PCN Business Lead senior administrative role within the PCN.

You will deliver on a wide range of financial, data submission, recruitment and improvement initiatives across the PCN providing business support for the clinical directors on behalf of the PCN.


As PCN Business Lead you will be instrumental in PCNC progressing its PCN development plan in line with agreed strategic objectives.

In this role you will work with the clinical directors and member practices to overcome challenges to implementation across our patient population.


The PCN Business Lead will develop strong relationships and engage with a wide range of stakeholders across the locality to ensure collaborative approaches to service development and delivery.

In doing so they will improve integration with the broader community services as our network matures.


This role will be outward looking to help secure our resilience by actively seeking development opportunities and by coordinating proposals.


The Business Lead will be essential to recruiting and integrating new roles into our primary care teams, acting as line management and or creating new lines of accountability for these new staff.


Leadership and Managerial

  • Have operational responsibility for various functions of the Primary Care Network.
  • Have nonclinical oversight of the PCN's growing number of additional roles staff with the aim of optimising retention and wellbeing of those staff within the PCN.
  • Develop and implement reporting structures and KPIs which provide good visibility of the activities delivered by the ARRS team member.
  • Have regular meetings with the line managers of the ARRS team members within the PNC practices to ensure satisfactory levels of performance.
  • Be responsible for the delivery and monitoring of specific PCN projects and services committed to or commissioned by the PCN.
  • Develop new projects which are of strategic importance to our PCN and local population needs.
  • Collect, analyse, present and use data
  • Deliver basic business and contractual administration.
  • Seek and encourage ideas, projects and improvements from across the organisation. Support the delivery of capacity planning to support the business planning process, local service development and compilation of business cases.
  • Support the development of strategies ensuring the PCN has a credible PCN Development Plan.
  • Analyse, interpret and evaluate highly complex data, facts and situations on a range of matters to assist the board to make decisions and then to take a lead on the most appropriate action.
  • Ensure that data provision is both timely and accurate and that all internal and external reporting deadlines are met. Raise awareness of and ensure the continued improvement of data quality throughout the organisation.
  • As required, draft and present information reports for use by the Board in written and verbal formats, either formal or informally, as required.
  • Ensuring that all activities occur within the prescribed legal framework and that responsibilities for Health and Safety, Safeguarding, GDPR, Information Governance & Confidentiality are carried out properly.

Financial and Performance

  • Manage delegated budgets, ensuring that proper scrutiny processes are in place and making effective use of the resources provided and maintaining good governance.
  • Ensure that sound budgetary control systems are developed and maintained throughout and ensure that all work within a financial framework.
  • Through the use of benchmarking, scenario planning, trend analysis and clinical outcomes, provide business intelligence about the organisation's performance to inform operational and strategic direction.
  • Develop and maintain systems and processes to monitor performance against key activity targets, as well as developing new reports to enhance the organisational performance framework.
  • Have a clear view of the PCN budget and review the financial position monthly highlighting any potential overspends or underspends to the board.
  • Ensure all financial affairs are conducted legally and appropriate risk management processes are in place.
  • Ensure delivery of the mandatory elements of the DES contract

External Relations

  • Develop, implement and manage a communication's strategy which sets out the vision, aims, services and viewpoint to stakeholders and patients.
  • Ensure that patient views are taken into account.
  • Influence and foster good relations with CCGs, NHS Chief Executives and other organisations and in doing so, promote the interests of the organisation.
  • Act as an ambassador on public platforms & committees.
  • Develop and implement PCN communication systems which considers the benefits and drawbacks of synchronous and asynchronous communications and the appropriate use of each type of communication.
