As a key member of the senior leadership team, the Head of Patient Access and Co-ordination will lead a team responsible for working with partners across other NHS providers and the Independent Sector to deliver shorter waiting times for patients.

This post will be crucial for supporting the recovery of elective care post pandemic.


We have experienced challenges in meeting RTT/52 Weeks and DMO1 targets for some time, driven both by rising demand for our services, but also by competing pressures and the need to improve our clinical pathways and administrative processes.

However, we also aspire to provide a high quality, effective pathway at every stage of the elective journey and look beyond access targets to ensure that our pathway is truly sustainable.


The Head of Patient Access and Co-ordination will be responsible for the development and maintaining close relationships with our key partners, facilitating mutual aid and effectively using capacity within the Independent Sector.

The postholder will also be involved in and lead certain key projects to support elective recovery, such as specific challenged pathway reviews, capacity utilisation and productivity in outpatients, additional theatre and diagnostic capacity.


The role has five main delivery themes:

  • Improvement Design and Delivery: lead design, business case development and alignment/linkages to other transformational work of Elective care improvement.
  • Project and Operational management: lead rigorous and robust operational change management working with the CMGs, planning, reporting, managing risk, and a strong focus on benefits realisation.
  • People management: develop a high performing team leading the mutual aid and independent sector process
  • Partnership working: effective relationship management and engagement with senior clinical and nonclinical stakeholders; developing strong and credible network relationships with partner organisations independent sector providers and regulators.
  • Outcome focus: ensure delivery of visible and transparent progress against measurable outcomes at every stage of the elective pathway

Key result areas:


  • Oversee the process for movement of patients supporting Mutual Aid, Independent Sector, Insourcing, Outsourcing and internal UHL waiting list initiatives, ensuring appropriate SOP's and contracts are in place.
  • Support the immediate transfer of eligible patients to alternative providers through mutual aid and using capacity within the Independent Sector.
  • Lead and gain agreement for the operating model for the transfer of patients to alternative providers e.g., care closer to home models, clinical agreement on model of transfer, IPT process etc.
