Principal accountabilities:
Relationships/Stakeholder Management:


  • Visible and trusted Business Partner for relevant areas of expenditure developing strong relationships internally and externally at Director and Head of Service level.
  • Responsible for providing a proactive procurement approach as the Business Partner, providing direction and expert advice on all procurement and supplier management matters in area of responsibility.
  • Lead responsibility for identifying and planning future procurement related activity, agreeing priorities with stakeholders, ensuring resources are planned and commercial and financial risks in the supply chain are identified and mitigated.
  • Influence thinking and behaviour to ensure improvements in the commercial, procurement supplier management approach across the University.

Leadership and Management:


  • Embed partnership working with both internal and external stakeholders, to influence behaviours, improve financial performance and secure sustainable outcomes from the Universities supply chain.
  • Responsible for the direct line management, succession planning and staff development including setting and monitoring performance objectives, identifying training requirements, coaching and mentoring.
  • Authorise procurement plans and evaluation reports in area of responsibility
  • Provide leadership in area of responsibility, ensuring seen as professional lead and expert across the University for relevant spend areas based on technical knowledge and experience.
  • Define and oversee procurement reporting to ensure informed decisions can be taken by the University on their spend on goods and services.

Procurement and Category Management Planning:


  • Establish, plan and implement 'end to end' category strategies using expert knowledge, research, data and market insights to determine priorities and inform decision making to ensure security of supply, financial savings and sustainability from supply chain.
  • Engage with existing and potential supplier market to identify market trends, potential routes to market and opportunities to deliver improved outcomes including financial and service delivery improvements.
  • Engage with stakeholders to develop a future procurement pipeline and influence internal stakeholders via category knowledge, identifying changes required to current approaches and new opportunities within the supplier marketplace.
  • For high value and strategic contracts, lead cross functional teams on procurement projects including options appraisal and ensuring intended outcomes and value for money are achieved.
  • Lead problem resolution and commercial negotiations on behalf of the University in relevant supply markets and on specific supplier contracts in areas of responsibility noting projects/contracts typically have a duration of over 4 years
  • Drive a continuous improvement approach, demonstrating excellent commercial acumen and analytical skills to ensure commercial solutions add value, are in line with the University's vision and drive sustainable performance for the organisation and customers.
  • Represent the University and more widely with other public sector bodies to develop networks, influence decisions, share insights, and agree mutual priorities for relevant category area.

Supplier Relationship Management:


  • Responsible for working with senior stakeholders on supplier relationship management for key suppliers across allocated categories of expenditure based on a partnership approach to maximise the benefits from key supplier relationships.
  • Responsible for initiating and managing change in our relationships with suppliers to secure improvements in areas such as service delivery, financial benefits
