Job summary:

Director Navy Acquisition (DNA) organisation is the Navy's centre of expertise for running the delivery of major acquisition programmes.

Programmes are grouped into Programme Management Offices according to the capability being delivered:
Ships Acquisition, Equipment & Systems Acquisition, Future Support Acquisition and Future Commando Force. Each programme is led through its delivery phase by a dedicated core programme team.

Supporting the programmes are a Portfolio, Programme and Project Management (P3M) Team (with specialists in Risk, Schedules, Benefits, Finance, Communications, Acceptance and Governance), and an Acquisition Portfolio Team (covering Portfolio Definition, Assurance and Governance).

Defence Marine Services Next Generation (DMS-NG) is a DNA Programme based in HMNB Portsmouth.

It will meet tri-Service customer requirements for Marine Services support in the Naval Bases at Clyde, Devonport and Portsmouth, and various Out-of-Port activities towards Defence outputs.

Current DMS outputs are delivered through two contracts, the Continued Procurement of Marine Services (CPMS) and the Range Safety and Aircrew Training (RSACT).

DMS-NG's primary responsibility is the replacement of these two contracts for some 111 vessels & 14 vessels respectively, both providing an extensive range of services to various Customer end-users across Defence.

The DMS-NG Programme Management Office (PMO) supports the right decision-making at the right levels. Its APMQ structure enables the programme to deliver its objectives as set out in the DMS-NG business plan. The PMO team of one SEO, three HEOs and one EO work together to support the wider programme team. Each person has their own lead areas as well as providing resilience across all aspects of PMO work.


This PMO Support 1 post focuses on governance and Programme processes and procedures, and provides resilience in particular for scheduling.

Job description:


The post holder will be responsible to the DMS-NG Programme Management Office (PMO) Lead and support them in providing programme governance including oversight and support on all aspects of PMO activity (Risk, Master data, Dependencies & Assumptions List (MDAL), Specific Evidence Table (SET) artefacts and Schedule).


Responsibilities:


Governance

  • Ensure the decisionmaking process is understood and streamlined, lines of command are clear, and working and steering groups comprise the right collaborators to drive decision making effectively.
  • Ensure project governance is aligned to NC programme methodology at the right levels.
  • Prepare board level reviews and briefing packs, collaborating closely with participants and other team members to ensure DMS-NG is well prepared.
  • Run the configuration control process for all documentation across all projects and the programme.

Programme Processes and Procedures

  • Ensure project processes and procedures are established, updated, maintained and promoted across DMS-NG.
  • Facilitate regular meetings under the programme reporting cadence to ensure a programmatic approach is being delivered.
  • Manage the SET artefact documentation to ensure continued validity of these documents throughout the life of the project and programme.
  • Support production and tracking of Master Data, Finance, Dependencies and Assumptions Lists (MDAL and FDAL).
  • Support maintenance of the suite of DMS-NG risk documentation, engaging with Risk Owners to ensure risks are reported in a coherent and structured manner throughout the chain of command.
  • Provide resilience for the HEO Scheduler and support the regular and frequent communication of key programme dates.
  • Lead on Information Management controls and facilitate any changes with Director Acquisition Team.
  • Assist with change control meetings (including schedule sentencing meetings and RASCI). Ensure changes are tracked, reported and communicated.
