Job summary:


Corporate Governance (CG) is about having systems and processes in place to provide assurance to Parliament and the taxpayer that we are spending resources wisely, and on delivering the Defence Aim and objectives.

The CG team has a varied portfolio and is responsible for:


  • Supporting the Air Risk and Audit Committee, the Non-Executive Directors, and producing the Annual Assurance Report (AAR) and the Financial Assurance Report (FAR)
  • Supporting Defence Internal Audit in carrying out audits within the RAF
  • Acting as Fraud Focal Point and raising awareness of fraud
  • Managing Letters of Delegation
  • Providing advice and guidance concerning management of assurance and risk
  • Advising on issues of Regularity and Propriety; and
  • Conducting annual Public Accounting Compliance Review (PACR) visits to all RAF stations


An exciting opportunity has arisen for a motivated individual to join the team to assist in managing assurance and risk with particular focus on the Internal Control and Assurance Framework (ICAF) and the Performance and Risk Management Information System (PARMIS), reviewing Fraud Risk Registers, continuation of Fraud Maturity Model Levels in conjunction with Fraud Defence and to assist in the production of the Annual Assurance Report (AAR).

When time allows other duties will enable development of a wider range of skills within Governance.

This post is advertised for 37 hours per week.


Job description:

The post holder will be expected to carry out the following range of duties:

  • Understanding handrail principles surrounding: JSP 892, HM Orange Book and Defence Operating Manual (DOM) and how these fit within the Organisation.
  • Escalating complex or areas of uncertainty within the AOR when required.
  • Clearly explain the required Internal Control processes, ensuring they are clearly documented and understood by all stakeholders to support compliance and to meet the required standards.
  • Drafting the Internal Controls and Assurance Framework report, utilising information provided by control owners within the finance workforce. Highlighting areas of concern where returns appear inconsistent by generating an action plan to be steered by the Subject Matter Expert (SME) to assist with continuous improvement.
  • Utilising PARMIS to input and extract data for monitoring risks that are only appropriate to Corporate Governance.
  • Responsibility for collation and onward transmission to Cabinet Office of the Senior Official Expenses & Hospitality return for Air Command.
  • Supporting and collating evidence for the Air's Annual Assurance Report (AAR), by gathering information for review and subsequent input into the AAR and review by Stakeholders including Chief of the Air Staff (CAS), Head of Finance, RAF Boards and the Audit, Risk and Assurance Committee (ARAC), whilst observing tight deadlines and formalising the agreed report to forward to Defence Risk and Assurance (DRA).
  • Responsibility for drawing up and authoring the Assurance Statement for review by Chief of the Air Staff (CAS), RAF Boards & ARAC to obtain validation and subsequently communicate to the DRA.
  • Undertaking a supporting role to assist the Fraud Focal Point (FFP) when necessary, on fraud work covering: Fraud Risk Register, Fraud Maturity Model, attendance at fraud Stakeholder meetings, workshops, as a contributor.
  • On occasion advising, contributing, when needed, on tasks that may be outside of the SME role.


In addition, you will have the opportunity to develop the skills and knowledge required across the full range of governance tasks.

This may include line management in the future.


Person specification:


You will be required to engage with key personnel both at HQ Air and RAF Stations to obtain, review and interpret the information and documents needed to determine the correct level of assurance and controls.

You will be required to provide feedback to Senior Leaders across Air on risk and assurance findings using a variety of methods of verbal and written communication.
