A fantastic opportunity has arisen at University Hospitals Plymouth NHS Trust for a Capital Projects Senior Finance Business Partner to provide expert financial support for the Trust's largest capital projects.

Interviews are scheduled for 19th December.


Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS at Risk staff throughout Devon who is able to display recent relevant experience as dictated by the Person Specification.


  • Provide specialist advice and support for the Trust's largest Capital Projects, from Business Case development through to project delivery, implementation, completion and analysis.
  • Provide expert financial analysis and advice to inform and influence comprehensive Capital Business Cases.
  • Progress business cases through the Strategic Outline Case, Outline Business Case and Full Business Case levels following the recognised HM Treasury's Five Case Model.
  • Capture the financial implications of the Capital Business Cases and use appropriate investment appraisal techniques. This will require the development and use of complex financial models, including the Comprehensive Investment Appraisal model, and the quantification of risks and sensitivities.

Working within the finance team, the post holder will provide a specialist, comprehensive and high quality finance business partnering service to the Trust to support its largest Capital projects, from Business Case development through to project delivery, implementation, completion and analysis.

They will provide expert financial analysis and advice to inform and influence comprehensive Capital Business Cases and ensure good financial and strategic decisions are made by the Trust, ensuring optimal use of available resources.


The post holder will have specialist knowledge of complex NHS/Trust revenue and capital financial arrangements, relevant legislation and regulations; NHS Tariff guidance and Contractual requirements, together with general commercial awareness.

The post holder will use this knowledge to be the senior finance lead responsible for the completion of the financial aspects of major capital Business Cases, helping to ensure they are fit for purpose and give sufficiently clear and concise financial information to decision making groups including the Trust Board and NHS England/Improvement.


This will include progressing cases through the Strategic Outline Case, Outline Business Case and Full Business Case levels following the recognised HMT Green Book 5 case model and capturing the financial implications of the Business Cases and using appropriate investment appraisal techniques, including the Comprehensive Investment Appraisal model.


The role will include providing and presenting sophisticated financial advice to project leads, senior managers, Service Line Management teams and Executive Directors about the range of Business Case options and their associated impact.

Encouraging and influencing them to ensure cost-effective decisions, using highly developed persuasion, motivation and negotiation skills.


This will involve investigating highly complex financial queries on capital costs, income and expenditure, and developing and using complex models and multiple inputs to create financial and operational projections.

This will include the identification of the costs of activity and savings and other economic benefits expected from each project and the quantification of risks and sensitivities.

They will provide regular update reports within the capital reporting framework on the projects throughout the life of the project.
