Job description:


We are recruiting two Grade 7 Senior Advisors into the Fiscal Strategy team as we prepare for the next spending review, one leading on strategy and one driving delivery of the programme.

The team is vital to ensuring Defra group makes best use of our resources to deliver against some of the most pressing issues of our time, such as the Biodiversity and Climate crises.

We are responsible for business planning and fiscal strategy, including prioritisation, input into fiscal events and the leading preparation and input into next spending review.


Person specification:


Both roles will require:

  • Developing a good understanding of Defra Group (Defra plus ALBs) and the challenges to delivering Defra objectives
  • Advising, steering and challenging business areas across Defra group to develop plans and proposals that meet strategic outcomes and cross government priorities
  • Working closely with HMT colleagues
  • Linking up with teams across the business to take advantage of funding from all sources to deliver outcomes and make sure they are in the right place with the right people.
  • Both roles are likely to include line management

Role1:
Strategy


Responsibilities:


  • Working across Defra's policy outcomes and ALBs to understand the resourcing requirements and opportunities to become more productive and efficient as the department seeks to deliver environmental improvement, climate adaptation, more productive farming, improved biosecurity and economic growth
  • Developing alternate approaches to delivering Defra's outcomes in a challenging fiscal environment, including through improved use of technology or through private sector partnerships
  • Advising ExCo and Ministers on the best way for Defra Group to make use of its budget, including addressing trade offs
  • Leading development of a compelling narrative that will guide Defra's approach to resource allocation
Person Specification

  • Excellent written and verbal communication
  • Strong strategic thinking and able to recognise opportunities, risks and connections across a wide range of policy areas
  • Strong problem solving skills
  • Collaborative and effective at building relationships with a track record for using these effectively to deliver objectives
  • Confidence being a 'critical friend' and engaging directly with senior officials and ministers

Role 2:
Governance and coordination


Responsibilities:


  • Coordination of Defra fiscal strategy and the next spending review
  • Proactively working across analysts, finance and HR to ensure that Defra has the evidence base and data needed to allow Ministers and ExCo to take big decisions about how we use our resources
  • Annual business planning for Defra Group
