The Scottish Public Pensions Agency is an Agency of the Scottish Government.

Our principal role is to administer the pensions for employees in the National Health Service, Teachers', Police and Fire-fighters' pension schemes in Scotland.

The Agency administers these public service pension schemes on behalf of Scottish Ministers with an annual pension spend to over 200,000 pensioners of more than £2.5 billion.

The SPPA is committed to supporting the Scottish Government's purpose of 'increasing sustainable economic growth'. The Sustainability Consultant role will address the requirements for us to meet our contribution to Scottish Governments Environmental targets.

You will act as the champion for all environmental, sustainable development and climate change matters relevant to the SPPA, and support sustainable procurement practices.

This role is predominantly office based working at Tweedbank carrying out essential duties


The role broadly encompasses:

  • A variety of specific tasks dependent on allocation by the Estates and Environmental Manager, working to support current business priorities.
  • The analysis of data from a number of different business areas.
  • Involvement in a broad range of work including supporting and working collaboratively with the Mailroom and Facilities Manager
  • The post holder will be expected to follow established procedures, but will act autonomously when managing their daytoday workload.
  • Line manage the B1 Estate and Environmental Officer and support the Facilities & Mailroom Team Leader with managing 7 x Estate and Environmental Administrators.

Responsibilities:


  • Provide sound professional guidance to SPPA management on environmental policy and strategy, climate change mitigation and adaption and sustainable development and support the Estates and Environmental Manager in drafting/developing and overseeing the implementation of the Carbon Management Plan (CMP) and setting up an SPPA Environmental Management Working Group
  • Use analytical skills to interpret data from a range of sources to prepare papers and reports for the Executive Team and provide regular briefing to the Estate and Environmental Manager and responsible for ongoing environmental performance monitoring and reporting findings to internal and external stakeholders regularly
  • Lead on the processing of environmental data for statutory reporting including the annual public sector report, Section 75, Article 5 reports and the Electronic Property Information Mapping Service (ePIMS).
  • Manage all environmental data including electricity, gas, water, waste and travel data supporting good environmental performance management and decision making and setting performance targets.
  • Deliver environmental awareness training and awareness presentation packages to encourage environmental awareness throughout the agency and other stakeholder groups;
  • Implement and manage sustainable procurement practices within the Estates and Environment team; work in close collaboration with SPPA procurement colleagues and work to support sustainable procurement practices throughout the Agency;
  • Build and maintain relationships with colleagues from all grades and provide support and guidance to senior managers and contribute to and support SPPA public bodies biodiversity duties, including collaboration with external organisations and wider community;
  • Contribute to the maintenance of accessible and effective environmental management data
  • Work with internal and external stakeholders to implement a programme of behavioural change to reduce our emissions. This involves setting out yearly objectives and working to continually improve and innovate the interaction between the team and wider staff.
  • Responsible for monitoring and reporting on the running of the scheme as well as regular meetings to evolve the schemes based on feedback and comments from participants.

  • Demonstrate knowledge of best practice in environmental management tools and techniques, national environmental legislation, required reporting and government policy and targets.
  • The ability to organise, maintain and present data used for decision making/reporting purposes, ensuring the data's integrity.
  • Excellent interpersonal, oral and written communication skills to engage with staff and stakeholders at all levels.
  • Experience of service provider contract management e.g. facilities management, real estate advisors and agents with the ability to negotiate, influence, persuade or convince others.
