Job summary:

We are looking for enthusiastic and self-starting individuals to join our team which safeguards the integrity and impartiality of government.

These are exciting opportunities that will offer you the opportunity to work across government and the Civil Service.

These roles will involve working with senior officials and using expert knowledge, analysis and judgement to make decisions that support the values set out in the Ministerial and Civil Service Codes including honesty, integrity and impartiality.

Based in the heart of Westminster, the Advisory Committee on Business Appointments (ACOBA) and the Office of the Commissioner for Public Appointments (OCPA) are looking for individuals to join their team.

The team embraces flexible working in line with delivery of business objectives, diversity and inclusion.

We currently operate a hybrid working model that requires being in the office for a minimum of two days (will vary from week to week).

OCPA supports the Commissioner for Public Appointments. The Commissioner and his office regulate public appointments made by ministers in departments across the UK and Welsh governments. These appointments are, mostly, made to the governing boards of public bodies and/or departments. There is a high level of interest in the process and outcome of each appointment process.

As the regulator, the Commissioner upholds the standards and principles as laid out in the government's Governance Code for Public Appointments - including 'fairness and merit' - ensuring these principles are upheld throughout the process.

Working in this team will offer the opportunity to ensure that the correct process of these appointments is followed, giving members of the public confidence in the appointments process.

Job description:

The roles will include:

  • Drafting advice and correspondence for senior stakeholders.
  • Drafting and editing publications on the ACOBA and OCPA websites.
  • Building relationships across government departments to gather intelligence, including coordinating and assisting at compliance visits to assess departmental compliance with the Governance Code.
  • Handling requests under the Freedom of Information Act, correspondence from Members of Parliament, and media inquiries liaising with the Press Officer where required.
  • Supporting events to promote regional diversity in public appointments.

Person specification:

We are looking for individuals who have the ability to:

  • Think critically and use strong analytical skills to make judgements based on evidence and within a framework of codes and guidance.
  • Have a strong understanding of the Civil Service Code and Governance Code on Public Appointments.
  • Interact confidently and professionally with a range of stakeholders.
  • Draft to a high standard and be flexible in style and tone when writing to different stakeholders including independent office holders, ministers, officials, the website and the media recognising that material is regularly quoted and scrutinised externally.
  • Understand how factors in the external environment may impact on the work of ACOBA and OCPA.
  • Work independently with professionalism and discretion, collaborating and escalating where appropriate.
  • Maintain, interrogate and report on statistical data, with an eye for detail and accuracy.
  • Multitask and prioritise, with exceptional recordkeeping and organisational skills.

Behaviours:

We'll assess you against these behaviours during the selection process:

  • Making Effective Decisions
  • Delivering at Pace
  • Communicating and Influencing

Benefits:

  • Learning and development tailored to your role.
  • An environment with flexible working options.
  • A culture encouraging inclusion and diversity.
  • A Civil Service Pension which provides an attractive pension, benefits for dependants and average employer contributions of 27%.
  • A minimum of 25 days of paid annual leave, increasing by one day per year up to a maximum of 30.
  • Exposure to senior stakeholders across the government.
