Job description:

Active Travel England (ATE) will transform the role that walking, cycling, and wheeling plays in our transport system.


Increasing walking, cycling and wheeling can help tackle some of the most challenging issues we face as a society -improving air quality, combatting climate change, improving health and wellbeing, addressing inequalities and tackling congestion on our roads.


As the new Executive Agency, commissioning body and inspectorate, ATE will drive the rollout and raise the standards of walking and cycling schemes, delivering the Prime Minister's ambitious vision for half of all journeys in England's towns and cities to be walked or cycled by 2030.

ATE's ambition is to put data, analysis and evidence at the heart of decision-making. To do this it will need a strong, capable, multi-disciplinary analytical team. The Head of Analysis will lead delivery of analysis evidence to shape, appraise, monitor and evaluate ATE's work programme.

This includes allocating funding and overseeing delivery of the £2 billion walking and cycling budget and understanding the impact of ATE's investment portfolio and planning and inspectorate functions.


You will work closely with ATE's Head of Data and Digital and the wider analytical team to ensure ATE has access to high quality data and tools.

This will enable ATE and its stakeholders to undertake high quality appraisal and evaluation of Active Travel activities, and ensure ATE knows where, how and what to invest in to maximise opportunities to increase walking, wheeling and cycling across the country whilst delivering value for money to the taxpayer.


You will collaborate closely with colleagues in DfT working on Active Travel and related policy areas and build effective working relationships with counterparts in Local Authorities, ATE's delivery partners and relevant central government departments to facilitate knowledge sharing and support capability building across the sector.


  • Responsibilities will include, but are not limited to:_
  • Recruiting, leading and developing a team of five analysts comprising experts in economic appraisal, social research, behavioural science and monitoring and evaluation.
  • Scoping, developing, and delivering a programme of analytical work that informs and supports the delivery of ATE's core objectives and functions.
  • Ensuring effective frameworks, guidance, tools and processes are in place to enable ATE, Local Authorities and ATE delivery partners to undertake fitforpurpose and proportionate appraisal, monitoring and evaluation of Active Travel interventions. Build Local Authority and delivery partner capability in these disciplines.
  • Ensuring the team delivers quality, timely, fitforpurpose and impactful analytical outputs and that findings are easily understood and tailored to the relevant audience.
  • Building and maintaining the evidence base on Active Travel, drawing on existing evidence and identifying opportunities and ways to fill key evidence gaps.
  • Developing and maintaining close working relationships with analysts in DfT working on Active Travel and peers in ATE's delivery partners to facilitate knowledge sharing, identify opportunities for collaboration and prevent duplication of effort.
  • Engaging with the wider Active Travel analysis community, including experts working in other relevant policy areas (e.g. health, spatial planning, levelling up).

About You


We are looking to recruit an experienced analyst, with a proven track record in leading multi-disciplinary analytical teams to deliver high quality, influential analysis that shapes and informs organisational decisions.

You will establish and lead a team of five analysts with expertise in economics and investment appraisal, social research, behavioural science and evaluation.

You will set and oversee the work programme for the team, ensuring delivery of fit-for-purpose, timely and impactful analysis.

To that end, we require the following:

  • Expertise in one or more disciplines of social research, evaluation, economic appraisal and behavioural science.
