An exciting opportunity has arisen in the Frimley Children's Portfolio for an enthusiastic, motivated, experienced Children's Health professional to join our team as Designated Clinical Officer for Children and Young People with Special Educational Needs/ Disabilities for Frimley Integrated Care Board
You should be passionate about ensuring that services for children and young people with SEND are of a high quality and responsive to population need.
This is an exciting post that will require the postholder to work using their own initiative, drawing upon their own clinical insight, to support the ICB in fulfilling statutory duties around SEND, Learning Disability and Autism and Children's Mental Health.
As a strong networker and facilitator, you will drive forward a number of quality assurance and improvement programmes across the local SEND system.
We place the views of children and families at the heart of our decision making- this must be high on your agenda, and you must be able to relate to a wide range of communities and individuals. You will maintain, develop positive and productive relationships with the whole of the Children's system across organisational boundaries and key partner organisations to support delivery of high-quality care.
East Berkshire is made up of three Local Authorities: Royal Borough of Windsor and Maidenhead, Bracknell Forest and Slough. This role will primarily work across these three areas but will also make links with the Designated Clinical Officers in Surrey Heartlands ICB and Hampshire and Isle of Wight ICB who have responsibility for children's populations in North East Hants and Farnham and Surry Heath.
Lead co-ordination between and health, education and social care in relation to Education, health and care plans pathway (EHCP).
Advise and lead on the new SEND inspection framework for the ICB and links to wider health economy and integration agenda.
To act as an expert clinical resource for children and young people's health, to both families and professionals.
To provide the Local Authority with statutory notifications for children and young people with SEND.
To support schools with their duties under the Supporting Pupils with Medical Conditions guidance.
To ensure the Local Offer fully represents health services available and that the information held is comprehensive and up to date.
Undertake a quality assurance role to work with others to review current health service provision to ensure it meets the needs the children and young people and their families.
To provide support and challenge to senior medical colleagues such as paediatricians and GPs.
Ensure that health services are meeting the needs of children and young people with SEN or disability and comply with the SEND Code of Practice including mental health: neonatal screening, healthy child programme, chronic conditions and specialist care provision in schools.
Have an oversight to ensure that assessment, planning and health support is carried out for children and young people with SEND, recognising the requirement to incorporate the transition to adult services and up to the age of 25.
Lead to strengthen partnership working and co-ordination of services at the point of transition for children and young people with an EHCP plan.
This involves facilitating the streamlining of health transitions in particular between year 6 and year 7, and also for young people at 16-25 years.
