Pay Rate:

£27.19 to £29.15 per hour PAYE

£29.00 to £31.71 per hour PAYE inclusive of holiday pay

£33.00 to £36.00 per hour UMBRELLA

All rates depending on skills, experience and qualifications


Hours:37.5 Hours per week


Key Responsibilities


This role is instrumental to the Strategy and Transformation Team and the improvement and efficiency projects and programmes throughout the Trust.

As such, the post holder will be required to:


  • Working with the Finance Directorate, you will drive the development of the Trust's Efficiencies Programme and manage a number of specific projects concurrently, in order to support the Financial Recovery Plan.
  • Responsible for representation at a number of Project Meetings linked to efficiency schemes and provide highcalibre project management and financial input into project group meetings as well as acting as a core contact for divisional and workstream leads,to advise on all matters related to the Efficiencies Programme.
  • Responsible for delivery of the Cross Cutting Theme Efficiencies and Divisional Programmes of work and ensure the agreed savings target are achieved whilst managing the Trust's efficiency financial tracker.
  • Presenting complex reports to the various committees and senior colleagues, including Project Initation Documents, Integrated Impact Assessment and Business Cases.
  • Support the Head of Strategy to develop, coordinate and implement any standard work procedures aligned to the Efficiencies Programme.
  • Deliver an indepth and up to date knowledge of the Trust's Patient First Improvement System and how this aligns with the Efficiencies Programme and better clinical outcomes for our patients.
  • Ensure project documentation is up to date including maintaining programme risk and issue logs and ensuring mitigations are in place and escalated in line with the Trust's risk management policy. Deliver high quality auditable Project documentation throughoutthe programme lifecycle.
  • Work closely with various internal and external stakeholders and maintain constant engagement and momentum to ensure the rigor of the process is observed, including the Business Inteligence teams to ensure data is updated and accurate.
  • Ensure personal flexibility if required to meet conflicting/changing programme requirements whilst managing your own workload.
  • Maintain the financial efficiency tracker alongside Finance colleagues and support the implementation of a new KPI tracker.

Qualifications

  • Educated to MA Degree level or equivalent level of experience of working at a senior level.
  • Extensive knowledge of range of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to Degree level or equivalent

Knowledge

  • Ability to work collaboratively across the local health economy.
  • In depth knowledge of local health care services and delivery and understanding of the policy environment in which Trusts are working.
  • Skills for delivering results through managing others and building strong relationships with a range of different stakeholders.
  • Strong ability to prepare and produce concise and insightful communications using highly complex or sensitive information for dissemination to senior stakeholders.
  • Understands, and is able to respond to, economic, financial and organisational complexities of the local healthcare environment
  • Understanding of cost efficiencies and their imperative role in transforming the organisation
  • Financial acumen, including understanding of cost efficiencies methodology
  • Experience of creating and delivering presentations on complex issues and interdependencies and analyzing facts and situations including complex financial information.
  • Ability to work under pressure and to tight and often changing deadlines using problem solving skills and ability to respond to sudden unexpected demands.
  • Advanced knowledge of IT systems, to include Microsoft suite of Excel, Access, Word and PowerPoint

Experience

  • Significant experience and knowledge of Project Management within a Health and Social Care Environment.
  • Experience of successfully influencing and providing progress updates to internal stakeholders using the relevant project documentation template and correspondce at senior management level.
  • Practical experience of delivering financial change within an organisation
  • Proven ability to be able to plan complex projects within a work programme without direct supervision; to be able to reprioritise and adjust plans accordingly to ensure timely delivery of projects and project milestones and management reports.

Skills

  • The ability to explain complex issues to stakeholders and to make formal and complex presentations to large groups including consise financial and project based documentation.
  • To engage, persuade, facilitate and motivate key stakeholders in system reform, efficiencies and service improvement projects. Develop consistent expert communication with people on complex matters, issues and ideas and/or in complex situations
  • To analyse, interpret and compare complex facts to be able to present options to inform decisions on complex project issues and future commissioning intentions in a clear, concise and understandable way to key stakeholders and to support internal governanceprocesses.
  • Ability to prioritise workload and manage own time effectively and be an effective member of a team.
  • Excellent written and oral communication skills
  • Ability to make sound judgements and decisions involving highly complex facts and conflicting demands
  • Highly developed problem solving skills and ability to respond to sudden unexpected demands
  • Able to capture, manipulate and interpret complex data from a range of sources
  • Demonstrable capability to plan over short, medium and longterm timeframes and adjust plans and resource requirements accordingly
