The starting salary for this position is £32,173 per annum, working 36 hours per week.


This position is based out of Merrow Complex, Merrow, Guildford, Surrey, GU4 7BQ or in a remote way from any SCC office facility.


The Highways Operations & Infrastructure group in the Highways and Transport Service provide excellent customer service and this is embraced to ensure that customers are at the heart of everything we do.


The Policy & Compliance Officer role is part of the Highway Engagement & Commissioning Team, and you will be working with the Policy & Compliance Manager to maintain and develop highway policies across the group and support colleagues across the service.

This includes working with service managers across the directorate to develop and revise policies to ensure that they are compliant with legislation, best practice and are compatible with the priorities of the County Council.

You will also have the opportunityto support internal training and audits to ensure a consistent and improving level of service across the group.


Although you will be able to analyse data and information in detail, you are not expected to be a technical expert for all the policies.

You will be able to work collaboratively with experts in a variety of highway disciplines to make sure that policiesare technically accurate, comply with statutory standards and are consistent to get the right outcome and to improve the service.

This is a countywide, varied role and will include responding to enquiries and managing stakeholder expectations.

Sometimes highway policies meet some resistance, even if they are developed to give the best outcomes and to protect Surrey's wider interests.

This role gives the opportunity to calmly influence and turn around sometimes conflicting opinion to achieve a positive outcome.


You will be a highly motivated person who can make a valuable contribution towards policies, training and representing the service.

You will be able to communicate clearly and have good organisational and IT skills.

As well as this, you will have achieveda good standard of secondary education such as A-level, HND or equivalent, or an equivalent level of experience in policy development and customer-facing services.

  • Confidence in dealing with a wide variety of customers and striving for Customer Service Excellence.
  • An ability to communicate and present information clearly with a high standard of IT skills.
  • Ability to work with others to develop and revise policies to ensure that they are compliant with legislation, best practice and compatible with the priorities of the County Council.
  • A good standard of secondary education such as A level, HND or equivalent, or an equivalent level of experience in policy development and customer facing services.
Due to the nature of the role, a full driving licence is essential.
