Overview of the job


The EM caseload is growing, and there are ambitious plans to double that caseload to almost 26,000 by 2025 through a commitment to spend an additional £183 million over the next three years.

Probation play a critical role in realising the value that EM can offer to those being monitored and to victims.

We are therefore putting in place national and regional governance structures to embed the use of EM, drive best practice and improve EM services.

The EM regional lead will report into the regional IOM and EM Operational Lead, who will have overall responsibility for driving performance improvement, championing the use of EM and influencing national strategy


Summary
The System Integration team will be responsible for ensuring the PS works as effectively as possible. The roles will include identifying and coordinating delivery to improve effectiveness of operations. In Wales these roles will go further than Probation - they will also include Prison / Probation integration.


Responsibilities, Activities & Duties


Key to this will be the creation of a new non-operational band 5 position - the EM regional Lead - within each region.


  • The job holder will be required to carry out the following responsibilities, activities and duties:
  • Raising awareness and understanding of EM in their region, including delivering training
  • Providing management oversight of EM performance data
  • Identifying and proposing areas for improvement
  • Delivering against the HMIP inspectorate response action plan and OSAG and any other inspections
  • Build and maintain an effective relationship with Electronic Monitoring Services (EMS)
  • Liaising with Prison Group Directors for HDC data
  • Engagement with the Bail Accommodation and Advice Service (BASS) when EM is a requirement
  • Leading on the introduction of new EM initiatives in their region
  • Representing their region in National Governance meetings and reporting to their local regional probation director on regional progress
  • Providing highlight reports from their region to the national teams to track progress

Partnerships & stakeholder development

  • Provide key strategic insight, to enable ministerial briefing, on effecting change and engaging key stakeholders
  • Lead PS' work on developing a professional approach to managing networks and key stakeholders in order to provide a key delivery mechanism for the PS and its relationships with Partners
  • Take an authorship and commissioning role to establishing new and effective partnerships for the PS
  • Develop a relationship management approach for the PS, in line with HMPPS approaches
  • Experiment with new relationship management ideas and processes across the PS

  • Coordinate operational input to HQ projects to improve the interfaces between stakeholders and partners
