CLUB SAFETY TEAM
This free training opportunity is available for individuals who are engaged with the Nighttime

Economy within Cardiff.

The Club Safety Team (CST) initiative has been created as a result of bid by Cardiff Community

Safety Partners from Round 4 of the Safer Streets Home Office Funding.


The CST will take a leading role in providing safeguarding to the users of the Nighttime venues in the City Centre of Cardiff, impacting on the safety of users of the city and its night life.

They will work in pairs and be visible to the venue users within the premises and work closely with the venue team in monitoring areas within the venue that may provide opportunity for vulnerable individuals to be exploited.

The CST will work closely with other nighttime economy safeguarding agencies, these will include the Emergency Services, including South Wales and British Transport Police, The Street Pastors,

Alcohol Treatment Centre (ATC), The Safety Bus, to name a few.


OUTLINE


The purpose of this document is to allow the main objectives of the role to be shared with the development team and trainers and the operators and management of the venues as key stakeholders to facilitate the development of the training.

The working title of 'Club Corps 'used in the funding bid process has now been superseded to become 'CLUB SAFETY TEAM' and will include a wider awareness for staff to be trained in alcohol and substance misuse and vulnerability awareness in night clubs and late bars in Cardiff City Centre.


Funding is available to recruit train, equip, and deploy staff in three high volume late night licensed venues with remuneration equal to the living wage hourly rate.

Proposed hours are 12 hrs per person Friday & Saturday, 6hrs each, per shift. This will be funded from the grant over a two -month period.

It is requested that at the conclusion of the funded pilot that consideration be given by the venues to extend the employment or make permanent.


There are vacancies to train 48 staff at no cost to venues in this project but as stated above the staff funding will only be available for three venues that meet a criterion of high-volume patronage on a first come first served basis.

Other venues are invited to nominate staff for the free training to upskill existing or new staff.


Applications will be invited from individuals who would like to play a key role in the nighttime economy of Cardiff City.

Applications are welcomed from those who would like to work within one of the most diverse and evolving business areas and city communities within Europe.

Applicants must be 18 years of age or older.


PURPOSE "CLUB SAFETY TEAM"
To provide a positive and visible presence within the relevant hospitality venue.

This with a view to safeguarding and supporting those identified within the relevant venue as potentially vulnerable through misuse of alcohol, drugs, or through other circumstance.


The Club Safety Team will be in the required uniform, to increase the visibility within the venue whilst on duty.

This provided from grant funding for the three supported venues and available from a local supplier should other venues wish to self-fund a CST.


The CST will liaise with existing venue staff to support them in safeguarding actions, as directed to do so by the venue Manager and or venue polices currently in place.


TRAINING/POLICY PROCESS
There will be 4 courses delivered by the end of September 2023.


The training will include 1 day Vulnerability Awareness focused on the requirements of staff working within the Evening and Night-time Economy.

This will cater for 12 students per course.

Having a team of 48 trained staff in the advanced awareness of the potential for vulnerability and exploitation within the city centre.

Training will include but not limited to

  • Safeguarding Vulnerability Awareness Training for New Role/ Staff within the Evening and Night
- time Economy. Students will learn to be the link between security-management-street pastors
- police and the night taxi marshals.

Vulnerability - Drug Culture

Sexual Predatory and Exploitation

County Lines

Child Sexual Exploitation Awareness

Women's Night Safety Charter

LGBTQIA+ Safety

First Aid.

Conflict Management.

This training will be provided and paid for by grant funding.


Direct line management will be by the venue management who will provide the policy, practice, and process for the employed venue in relation to nightly practise.


ROLE RESPONSIBILTIES - CLUB SAFETY TEAM
The fundamental role will be to safeguard visitors to any evening and nighttime venue within Cardiff

City Centre, exercising their awareness of the potential for exploitation and risk, associated with the over-indulgence
