Commercial Officer - Inside IR35

Contract Term: 3 months (until end of March 2023) with potential for extension

Contracting Authority:
DEFRA

Location:
hybrid (2 days/week on site at any DEFRA location)

As a Commercial Officer, your main responsibilities would be:

  • Lead on delivery of IT projects of varying complexity, procurements and contract management roles across the full commercial life cycle.
  • Provide functional / specialist input to improve ways of working and business change & efficiency.
  • Be responsible for explaining specialist commercial guidance to operational teams in order to influence compliance with Defra policy, best practice and legislation.
  • Contribute to the development of Defra policies and processes at national or local level and monitor and advise on effective implementation in the business, in line with environmental targets.
  • Be responsible for the delivery of contracts such that sustainable impacts and opportunities are identified and managed throughout the commercial lifecycle.
  • Maximise the efficient and effective use of resources (including electronic sourcing) and people in order to ensure that all activities are completed to time, cost and quality targets.
  • Support the development of Defra IT subcategory and category plans and develop own market category knowledge and expertise.
  • Plan and manage market engagement exercises, preparing pretender and tender documents in conjunction with customers.
  • Run tenders in accordance with Public Contract Regulations 2015 including all requests for information documentation and managing evaluation.

You'll have relevant experience in:


  • Experience of working in commercial roles within the public sector, preferably Central Government.
  • A solid understanding of regulations governing procurement within the public sector.
  • Strong stakeholder engagement skills the ability to deal with people of varying degrees of seniority with departments.
  • Excellent communication skills, both written and verbal.
  • CIPS or equivalent (desirable).
