Job description:


The Cabinet Office Government Grants Management team is a growing, friendly group of experts in grants who coordinate and drive activities across Government and the wider public sector, challenging everyone to improve practice and secure better value for money.

The role is in the Policy Team, providing the Function's strategic leadership and setting cross-Government standards for Grants.

Grants are a vital tool for the Government, supporting Government policy objectives in domestic areas such as education, research, civil society and innovation, and abroad through international aid projects.


The Core Delivery Team exists to ensure the effectiveness of grant funding and the efficiency of grant administration across Government, in order to maximise grant outcomes and minimise risk, delivering the greatest benefit to the economy and citizens.

We are a multi-disciplinary team supporting a broad and diverse stakeholder group.


Building Capability & Improving Compliance by:

  • Setting the Standard for grant making across Government and their Arm's Length Bodies.
  • Monitoring the maturity of grant making departments highlighting opportunities and risks.
  • Providing expert advice and oversight, building capability and sharing leading practice via:
  • The Grants Centre of Excellence, an online hub providing access to expert guidance, templates, toolkits, case studies and training.
  • Providing the Complex Grants Advice Panel (CGAP), an independent, crossGovernment expert panel coordinated and chaired by the Cabinet Office, mandated for Manifesto schemes, providing critical challenge to higher risk Government grant schemes.


Under the Cabinet Office People and Locations Programme the GGMF is moving towards being located in hubs in York and Glasgow, with a small number of the team in London.


Person specification:


If you are a qualified auditor or accountant with experience and skills in helping customers to understand and manage their risks, along with ensuring exemplary standards of governance, control and assurance issues we would love to hear from you.

The post holder will work as part of the Core Delivery Team.

This is a respected, forward-thinking team that builds and maintains strategic relationships at most levels across the majority of Government departments, and their grant-making ALBs.


The key responsibilities will include:


  • Working closely with departments and audit teams to assess the maturity of grant making policy and process in Government grant making organisations. Undertaking analysis of findings, developing recommendations for improvement and working with organisations to progress improvement actions.
  • Providing and delivering clear, accurate and evidenced based reports that meet the requirements of the customers and carry out activities to ensure that agreed improvement actions are completed.
  • Continuous improvement of the Functional Standard for Grants by developing criteria to enable the assessment of grant making maturity across Government from both the structural and process perspectives.
