About us
Tower Hamlets has the fastest growing population of any local authority area nationally. It is also the most densely populated local authority area in England and Wales. The borough has attracted people from all backgrounds and is one of the most diverse areas in the country. Alongside these dynamic attributes, the borough also faces many challenges such as poverty and disparities in the borough. The levels of both child and pensioner poverty rates in the borough are the highest nationally. Affected by the ongoing cost-of-living crisis, many residents are struggling to make ends meet.


The council acknowledges the importance of the voluntary and community sector (VCS) to the borough and has closely worked with it.

The council's vision is to support and invest in a thriving and diverse voluntary and community sector to help it improve outcomes for residents.

The investment that the council makes in the VCS in Tower Hamlets takes a range of forms, including grants, premises and rent subsidies.

The new Mayor's Community Grants Programme is one of the largest local authority VCS funding programmes in the country, amounting to over £3.5m per annum.

The council also has a portfolio of about 70 premises that are occupied by VCS organisations, mostly at a substantially discounted rent.


The council aspires to bring communities together to build understanding, support and empower women, and develop dedicated programmes and facilities where needed.

The council is also committed to supporting dedicated resource centres for the women of Bangladeshi community and for the Somali communities.


About the role


An exciting opportunity has arisen in the council's Strategy, Policy & Improvement service for a Senior Strategy and Policy Officer focusing on the VCS and premises.

You will support the sector through taking a strategic approach to providing premises for community use.

This may include developing strategies and policies on the use of the council properties by the VCS, providing guidance and advice for the VCS in terms of the use of the council assets and giving training on the management and use of premises.


As a Senior Strategy and Policy Officer, you will closely work with council services, such as Asset Management and the corporate centre.

You will also work closely with local VCS organisations and umbrella bodies, particularly Tower Hamlets Council for Voluntary Service (THCVS)


About you
To fulfil this role effectively, you will need to:

  • Have extensive knowledge of Voluntary and Community Sector issues and the sector's relationship with local government;
  • Have experience of managing the use of council owned premises by VCS organisations;
  • Be able to support VCS organisations to successfully use and manage premises provided by the council;
  • Be able to undertake research and analysis of data and information and develop strategies and policies;
  • Be able to work in partnership with internal and external stakeholders, including the VCS and other partners;
  • Be able to identify problems and develop potential solutions, and
  • Be able to draft reports, briefings and presentations for senior officers, managers, Members, Cabinet and Scrutiny to support effective decision making.
