We are recruiting a measurement consultant to support one of our clients at an onshore terminal on a fixed rotation (18/24 days).

JOB TITLE:
MEASUREMENT CONSULTANT


KEY RESPONSIBILITIES:


  • Take personal responsibility for safety and adhere to Petrofac's compliance and safety policies and training.
  • Ensure Petrofac Values are applied and adhered to in daytoday activities.
  • Operate within the scope of the contract and perform duties as requested on a CTR basis.
  • Perform and confirm design calculations, flowrate computations and flowrate uncertainty budgets for metering measurement systems.
  • Working with client allocation systems as well as the development and review of hydrocarbon accounting reporting and calculation methods.
  • Perform measurement and allocation audits / compliance checks to a high level as detailed in allocation / pipeline agreements.
  • Preparation of conceptual detailed design specifications for new and upgraded measurement systems, software overviews, acceptance test procedures, recertification test procedures, and maintenance procedures.
  • Preparation of flow, sampling, and allocation philosophies.
  • Review, monitoring and control of measurement system performance and make technically sound recommendations to offshore and onshore personnel.
  • Make representations at external forums; liaise with third parties on behalf of customers.
  • Maintain close customer relationships and communications.
  • Technical assurance for statement of requirements, basis of design and functional design specifications.
  • Provide technical guidance and assurance to the metering support engineers.
  • Produce UKETS validation and reconciliation data for client's monthly fuel has flare reporting and annual verifications by the regulator.
  • Provide technical assurance for client UKETS reporting for CO2, NCV and Mismeasurements.
  • Assist environment team with guidance with environmental calculations to ensure accurate reporting.
  • Review and track fuel gas sampling ensuring updates are performed with representative compositional data.

ESSENTIAL QUALIFICATIONS AND SKILLS:


  • A proven track record of working on liquid and gas flow measurement systems and an indepth working knowledge of their principles of operation.
  • Good working knowledge and experience of offshore environments and the operation of Fiscal, Allocation and Environmental metering systems.
  • Able to develop, monitor, and control meter system performance and make technically sound recommendations to offshore and onshore personnel.
  • Capable of reviewing and understanding process data in the evaluation of mismeasurements and providing sound justification when not required.
  • Able to prepare flow, sampling, and allocation philosophies.
  • Able to monitor and control meter system performance and make technically sound recommendations to offshore and onshore personnel.
  • Excellent working knowledge of relevant flow measurement standards, regulatory guidelines, and industry codes of practice (IP, API, AGA, HM, BS and ISO standards).
  • Experience of making representations at external forums, liaising with third parties on behalf of customers.
  • Recognition in industry as an expert Oil and Gas measurement practitioner.
  • Able to produce calculation spreadsheets and trackers for integration with client systems, which comply with manufacturer and international standards.
  • Experience working with allocation systems and working knowledge of hydrocarbon accounting methods.
  • Experience of design calculations, flowrate computations and flowrate uncertainty budgets
  • Able to perform measurement and allocation audits / compliance checks to a high level.
  • Capable of preparing conceptual detailed design specifications for new and upgraded measurement systems, software overviews, acceptance test procedures, recertification test procedures, and maintenance procedures.
  • Have prior experience in the development of Mass Balance tools.
  • Degree, HNC/HND or equivalent significant experience in measurement industry
  • Experience in oil & gas flow measurement or a related industry
