Further to Government's announcement that Local Authority Pension Funds pool their investments, the Central Investment Pooling Partnership is seeking to appoint an Investment Pooling Stakeholder Liaison Officer responsible for the day-to-day management and support of Partner Fund collaboration and pooling delivery


The role will work closely with LGPS Central Limited in the collective delivery of investment pooling supporting oversight and reporting of deliverables (including risks and performance) to Partner Funds working across the partnership to develop a programme of delivery and reporting.


Acting as clerk and secretariat to formal meetings the post holder will be highly organised and flexible able to provide a structured program of support in a busy environment across a number of different stakeholders, including elected Councillors.


A key area of the role will be relationship management and stakeholder engagement, the postholder must therefore have good experience of working across a number of different customers forging close working relationships through effective communication and management.

Job Purpose and Role:

To provide specialist business support, advice and guidance and to play a lead role in managing, developing and enabling Stakeholder engagement, supporting the

£50billion LGPS Central investment pool across all 8 Administering Authorities

(Partner Funds) and in liaison with LGPS Central Limited, together with wider LGPS investment pool partners.


To coordinate engagement through structured programmes of work providing essential secretariat support to the Practitioners Advisory Forum, working with the rotating Chair to ensure collaboration in the delivery of the work program and timely progress and action to support in achieving the Shared Objectives of the pool, including activities required to meet statutory reporting requirements.

To support effective oversight in the delivery of Good Governance, through the monitoring of the work programme and actions across the Practitioners Advisory


Forum and dedicated working groups to ensure the responsibilities of PAF, including support for the LGPS Central Joint Committee and Shareholder Forum, are affected by those responsible and providing support for their delivery, including through the liaison with key persons and senior stakeholders across the pool.


Principal Duties and Responsibilities:


  • To act as lead liaison across all Partners in the LGPS Central Investment Pool and to provide advice and information that may influence or support discussion, decision making, and the delivery of the Pools aims.
  • Ensuring a robust control environment is developed and adhered to, minimising, and managing risks in relation to the investment pooling programme
  • Identifying factors which have a significant impact on investment pooling performance, both beneficial and detrimental. Making recommendations to improve performance and/or reduce risk.
  • To support the Head of Governance, Risk and Assurance and partner funds with the oversight of and management of the programme, identifying appropriate subfunds and ensuring that the Fund's strategic pooling objectives can be delivered and contribute towards long term programme planning
  • To ensure that all aspects of deliverables within the investments pooling programme remain on target to deliver outcomes that will achieve the expected outcomes and that projects will be completed within the agreed budget and timeline
  • Develop and maintain monitoring logs as an active workload management tool carrying out regular checks and challenges on the actions due for delivery.
  • Work with and influence partners to enhance delivery and advice given on implications/changes.
  • To be responsible for the monitoring of governance practices including the cyclical review of the Practitioner Advisory Forum and its working groups' Terms of Reference.
  • To be the lead coordinator of engagement with LGPS Central Limited to enhance working relationships for Partner Funds, both as Shareholders and
Clients of the company's investment products.
