Programme Officer - Angola

Permanent. Full Time position

Location - Menongue, Angola

Salary - Between £25,000 and £32,000, dependent upon experience.

The HALO Trust is the world's largest and oldest international humanitarian mine action charity. Our mission is to save lives and restore livelihoods for those affected by conflict.

HALO is known for its work to clear landmines and the disposal of other explosive hazards such as bombs, rockets, and improvised explosive devices (IEDs).

HALO was established in Afghanistan in 1988 and now employs over 10,000 staff across 28 countries and territories.

HALO has been working in Angola since 1994 and now has over 1,400 staff working across five provinces.

The programme currently has 17 ongoing contracts from a diverse set of donors, including institutional, private and corporate for projects across HALO's three Strategic Goals.

As a signatory of the international convention on the ban landmines, HALO supports the Government of Angola to comply with its treaty obligations.

To date, HALO has cleared over 100,000 mines and made over 25km2 of land safe for use.


This is a great opportunity to join a programme with a strong team, many of whom have worked for HALO since the early nineties and have a wealth of experience to learn from.

There is also a dynamic team of international staff working on the programme, to support operations working across the vast and varied landscape of Angola.


About the Role


HALO is seeking to recruit a Programme Officer (PO) who will support HALO's growing projects and stakeholder management team in Angola.

The PO will directly report to the Donor Relations Manager and work alongside other POs across the programme.

The PO is responsible for coordinating with direct delivery staff to monitor donor contracts, drafting high quality reports and supporting donor engagement efforts, while also raising concerns proactively to the DRM and other senior managers as necessary.

They will contribute towards the development of strong proposals that draw together lessons learned from previous projects, and identify partnership opportunities to maximise the impact of our work.


The PO will also be responsible for directing the Monitoring, Evaluation, Accountability, and Learning (MEAL) team(s) to collect socio-economic data, and will analyse data to understand and measure impact.

This role will be based in Menongue Angola.

Programme Officers are based in the programme's operational locations in either:
Menongue, Cuito Cuanavale, or Benguela - with an opportunity to expand as the programme grows into new locations.


Requirements:


Responsibilities

Duties will include the following:

Project Development and Monitoring

  • Under the guidance of the Donor Relations Manager, exploring needs and opportunities for new donors and partners, including for programming in women's, professional development, conservation, and development to maximise the impact of HALO programmes.
  • Developing and writing donor proposals, with support from the Donor Relations Manager and other programme departments.
  • Adhering to donor reporting schedules, internal review processes, and ensuring timely submission of all deliverables.
  • Ensuring relevant programme trackers are updated a monthly basis, including indicator trackers and the monthly contract review sheet.
  • Contributing towards and organising contract review processes on the programme in coordination with other departments.
  • Writing and compiling inputs for donor reports, coordinating with others on programme, and ensuring compliance to donor requirements.
  • Providing support to the Information Management department to ensure that data collected and shared is of a high quality.
  • Coordinating with all programme departments and location offices as needed.
  • Coordinating with HQ departments as needed.
  • Supporting the Donor Relations Manager to maintain strong working relationships with donors and partners at a country level.
Impact Monitoring

  • Supporting the DRM with the design and implementation of socioeconomic data collection tools and processes.
  • Directly managing the Monitoring, Evaluation, Accountability and Learning (MEAL) teams, guiding the development of workplans together with other POs.
  • Conducting monthly quality check of data from the MEAL teams, and drawing out lessons learned to share with the DRM and other programme staff, as necessary.
  • Maintaining indicator monitoring and tracking tools for socioeconomic data, and help develop methods for measuring impact for nontraditional (Goal 3) activities.
Media and Communications

  • Contributing to the development and implementation of the programme's communications strategy.
  • Developing advocacy and promotional materials (print/digital), ensuring adherence to HALO's branding requirements and policies.
