Basic Function


The Loss Control Specialist position will be involved in identifying and seeking Loss Control improvements and solutions to minimize operational risk exposure to Phillips 66, to ensure delivery of high quality products, with minimum quantity losses, throughout the supply chain.

Instigate and follow through loss investigations on cargo movements.

Primary Accountabilities/Responsibilities

Selecting, instructing, and monitoring independent inspection companies in order that correct cargo transfer procedures and measurement standards are used.


Investigate quantity and quality issues and claims against Phillips 66 with a view to prevention of recurrence and maximizing recovery of claims and identify and recover loss claims against Suppliers & Shippers.

Investigating measurement and quality issues relating to custody transfer movements.


Onsite physical attendance of Phillips 66 core leased storage facilities in Europe and other locations as required to mitigate waterborne quantity losses of shipments.

Facilitate field attendance with internal stakeholders in Phillips 66.


Carry out audits through onsite office and field monitoring of independent inspection companies to ensure safe cargo custody transfer procedures and industry measurement standards are adopted and met.


Carry out audits on Phillips 66 leased storage facilities in Europe and other locations to ensure accepted Industry and Phillips 66 operational requirements and standards are met.

Identify and drive Loss Control improvements that lead to reductions in company costs.

Provide technical expertise to Operations, Trading, Chartering, Marketing, and other Phillips 66 groups & affiliates.

Prepare, issue, and maintain Loss Control Procedures.


Ensure knowledge of loss control techniques is maintained through networking and formal organisations such as the Energy Institute and the American Petroleum Institute.

Preparing metrics to show the value of the function and identify areas for investigation and corrective action.

24-hour availability.

Critical Skills/Leadership Criteria


Required:


Hold the legal right to live and work in the UK on a permanent basis without restrictions or meet the criteria for employer sponsorship.

BSc Chemistry Degree highly desirable or equivalent in similar discipline.

Comprehensive knowledge and experience associated with the handling, analytical testing and blending of renewable and petroleum products.

Preferred Skills

Understanding of Road Tank Vehicle loading and discharge operations an advantage.

Good working knowledge and understanding of safe marine tanker and terminal operations.


Current knowledge of industry measurement procedures and techniques to fully evaluate operations carried out on a variety of ship and shore locations.

Good negotiation, collaboration and communication skills.

Strong analytical, numeracy and computer skills.

Valid driving license.

Regular travel, both UK and overseas will be required as part of the position.

Phillips 66 has significant marketing operations in Europe.

In the UK the business is primarily wholesale, selling fuels to distributors (some of whom are branded JET) and resellers.

The fuels are either collected by customers or delivered through a contracted road tanker fleet operating out of a number of UK distribution points.

In addition, Phillips 66 Limited supplies a network of approximately 330 independently owned petrol forecourts, all of which are branded JET.

Other markets served are aviation, marine and LPG.

JET supplies some of the UK's growing secondary airports using owned and shared refuelling tankers and storage, and delivers to airlines through contracted refuelling operations.

Marine markets are served using contracted vehicles, as is the LPG business.
