Overview of project/role
We're launching a new £2bn property company, TTL Properties (TTLP), with prime assets in London, dedicated to improving the lives of Londoners.
London currently suffers from sub-optimal land and property use, a documented housing crisis, and a pressing need for decarbonization.
TTLP offers a solution with medium-density, high-amenity, high-accessibility, low-carbon spaces that support vibrant life and commerce, connected by public transport and active travel.
With 4.68m sq ft of assets, including over 1,000 retail units, 850 railway arches, and developable land, TTLP aims to deliver 20,000 homes in the next decade, quickly becoming one of London's largest property companies.

As a Governance and Assurance Lead you will:
- establish and embed suitable and robust governance framework and standards for TTLP that drives consistency of governance across business areas, increases control, visibility and efficiency, and minimizes TfL's exposure to risk,
- establish and lead a centralized business services function to include secretariat.
Key Accountabilities
- Lead the development and delivery of an efficient and effective governance and assurance function within TTLP, to ensure that there is complete clarity on the decisionmaking process. Lead the continuous review of governance frameworks, delegations of authority and secretariat duties to ensure delivery of appropriate levels of responsibility and accountability.
- Ensure effective structures (including processes and procedures) are in place to allow appropriate reporting (including external corporate reports) to and from TTLP, TfL Executive Committee. and Land and Property Committee.
- Coordinate and influence stakeholders across TTLP to ensure effective governance activities and assurance controls by establishing positive working relationships with all TTLP teams and challenging noncompliance when necessary.
- Lead the development and delivery of the TTLP assurance regime so the right people are making the correct decisions. Measure the effectiveness of assurance processes and lead the communication of protocols across the business.
- Lead the relationship with Internal Audit to ensure appropriate third line of defense oversight over TTLP activity, policy and decisionmaking. Maintain alignment with TfL wide governance processes and standards.
- Establish and manage a robust risk management framework across the TTLP. Own the TTLP Risk Register and feed this into the Corporate Risk Register. Coordinate action on relevant organisational risks. Work with the Risk and Assurance team in General Counsel to manage risks appropriately.
- Responsible for leading the provision of advice, support and guidance on governance, compliance and risk management matters, to TTLP directors and the wider business as well as a range of business services across TTLP.
- Responsible for identifying & implementing appropriate governance, compliance and risk management training to TTLP Directors (statutory duties and responsibilities) as well as training to the wider business on governance arrangements, policy, process and procedures.
- Responsible for establishing and monitoring service level agreements for services provided by TFL and TTLP to each other.
