About Us


The Programme Management Office (PMO) sits within the Capital Chief Office but operates pan-TfL and supports capital projects with over 3,000 specialist staff and apprentices.

We are key to supporting and controlling a wide range of complex project, programmes and portfolios across London Underground, Surface Transport, London Rail and Commercial Development, working closely with Finance, Commercial, Sponsorship and Engineering.

About the Role


The purpose of the Head of Project and Resource Management will be to act as the Professional authority for all Project and Resource Management across TfL's Investment Programmes, delivering in excess of £1.5bn per annum of projects by over 3,000 technical and project colleagues.


This role will bring together currently separate project management functions to improve the capability of all project management across the Capital Investment Programme, not limited to those delivered within the Chief Capital office.


The Head of Project and Resource Management will provide leadership in establishing a common approach to Project Management and will enable TfL to become a world leading capital delivery organisation.

Identifying and enabling training, toolkits and identifying continuous improvements, this role will utilise a range of project management methodologies.

The role will be accountable for the Project Management Community and the wider pan-TfL Project Management Network that includes Project Managers from outside the Capital Investment Programme.


The Head of Project and Resource Management will also be responsible for all resource management across TfL's investment programmes, (up to and including optimising resource allocation).

Although the role will oversee all Capital Project Management Resource (circa 650) across most Chief Officer Portfolios, it will also manage the Resource and Capability Team, which provides a service to professions and projects incorporating (but not limited to) Engineering and Programme Management Office services, with the potential to include functions across the value chain in delivering our assets.


About You


You will role model the highest standards of performance at all times and champion a diverse and inclusive working culture in which everyone, no matter what their role or aspiration, can achieve their best.

You will also have the ability to move between the operational, tactical and strategic perspectives whilst managing a team of 2-4 highly skilled direct reports and indirectly lead a large community in a matrix environment.


We are looking for someone able to work effectively with a variety of internal and external partners and stakeholders at all levels of the organisation, with the ability to taking people on a journey with awareness of the challenges and process required in delivering organisational change at TfL.

You will be comfortable to work in ambiguity to define the way forward and create resilience through talent identification and succession planning.

An energetic and driven demeanour is critical to work alongside employees, customers and stakeholders to effectively communicate the goals within a complex and political environment.


To succeed, you'll need a track record of supporting complex and large programmes of capital delivery work, where you have engaged senior stakeholders and lead them through change.

You will have experience of leading a team providing authoritative technical and functional leadership, advice and expertise to senior stakeholders, interpreting company strategy and policy to satisfy business requirements.
