Highways Construction and Maintenance provides a service that is critical to all public travellers, whether it is a car user, public transport user or even someone just walking or cycling through Salford.

Hence it is important that the person leading the service does not only appreciate the function of the service but also can identify need, develop, deliver and maintain infrastructure assets.


Based at Swinton Hall Road Depot, the Councils multidisciplinary Highways Construction and Maintenance Service has been a key player in this growth.

The Service has embraced major transformation in recent years including the development of computerised highway asset management systems, the development of analytical methods of assessing road surface condition and the development of new materials.


It is within this context of sustained growth that we are now seeking to recruit to a newly created role of Head of Service.


We are seeking an experienced professional with a background in Technical Services who can bring ideas and new perspectives to the Service.

We want to hear from inspirational leaders willing to take ownership of new and existing projects and pipelines of work to drive forward a visible and positive contribution to Salford's ambitions.


About the role:


This role provides a unique opportunity to shape the future direction of the Service for the benefit of the City of Salford and it's residence.

The successful postholder will be the key strategic lead for Highway Construction and Maintenance Services within Place Directorate and have direct management of Highway Construction and Maintenance Services.

Managing and developing the above services and staff for the city to ensure the continued growth of the city.

The role has accountability for the performance of the Highway Construction and Maintenance Services and responsibility for the delivery of capital and revenue schemes across the service which can exceed £30m per year.


  • Given the nature of this role, we are looking for applicants with a background in Technical Services.
  • A relevant degree and will have appropriate Chartered status or equivalent with membership of a professional institution.
  • A successful track record in the management and delivery of a portfolio of highways construction projects and excellent technical and communication skills.
  • An ability to demonstrate high level of experience and expertise in Management and Maintenance of Highways Construction assets
