Description

To ensure full compliance with relevant health and safety legislation associated with the delivery of capital works, specifically the requirements of the Construction (Design and Management) Regulations.


  • Own the Strategic Alliance CDM processes and procedures and monitor compliance within the design teams.
  • Periodic consultation and collaborative working with client CDM Practitioners.
  • Deliver the highest standards of health and safety advice to all stakeholders within a multi disciplinary engineering environment.


  • Key Accountability

  • Compliance with CDM (Client Duties)
  • Ensure all other appointed duty holders are compliant with CDM regulations
  • Actively promote and achieve H&S objectives.
  • Report on CDM procedure compliance to the SPA Health and Safety Wellbeing Manager.
  • Ensure preconstruction information is collected, is sufficient and presented to those who require it.
  • Ensure the Construction Phase Plan is suitable before commencement on site.

  • Compliance with CDM
  • Ensure that the Principal Designer is compliant with the duties under the CDM regulations
  • Actively promote and achieve H&S objectives.
  • Report on CDM procedure compliance to the SPA Health Safety & Wellbeing Manager.
  • Review design assumptions and design risk assessments, including those of subcontract designers where required, to ensure hazards have been eliminated or reduced to as low as is reasonably practicable.
  • Offer alternative solutions where necessary to ensure H&S and to reduce whole life cost.
  • Ensure designs comply with AW safe to operate requirements to ensure the safety and well being of operational and maintenance staff and to reduce rework costs.
  • Ensure project teams coordinate H&S aspects of the design and designers cooperate with others involved in the project.
  • Review compliance with both Strategic Alliance and Anglian Water training and competency requirements.
  • Review preconstruction documents and information to ensure all H&S aspects and risks have been addressed.
  • Review health & safety file documents and information to ensure all H&S aspects and risks have been addressed.

  • Actively promote and achieve H&S objectives.
  • Report on CDM procedure compliance to the SPA Health Safety & Wellbeing Manager.
  • Carry out site visits and audits to ensure compliance with CDM regs.

  • Collaboration and Sharing of Best Practice
  • Develop and deliver H&S training packages for designers and suppliers
  • Working collaboratively with CDM Practitioner's deployed in other AW Delivery Roles
  • Share best practice developed within the Alliance at Pan-Alliance forums
  • Actively promote 'Safe by Design' culture within SPA Alliance design teams
Key Accountability - Coordination with AWS CDMP Discipline Head

  • Accept functional direction from AWS CDMP Discipline Head concerning the implementation of CDM and Client requirements.
  • Develop tools to ensure compliance with H&S legislation and business procedures
