Description
We are looking for a Programme Support Officer to join our Programme Management Office within our Strategic Delivery Hub.

The Programme Support Officer will provide a crucial role in the development and day to day running of the Trust's Strategic Delivery Hub, specifically the Programme Management Office (PMO) and Improvement function.


The role requires excellent organisational, project support and IT skills, an ability to communicate routine, sensitive, confidential and complex information to staff and managers at all levels within and outside the Trust.

The role requires an ability to be proactive and take accountability and ownership of the Programme management systems and processes which will govern the complex delivery programmes.


The post holder will:


  • Provide project management support for the programmes. This may involve supporting report development, all planning activities, risk, and issues management, monitoring and coordination of tasks, negotiation and conflict management.
  • Ensure adherence of the Quality Improvement Framework, governance standards, reporting and the deployment of standard methodologies.
  • Be a single point of contact for PMO and general transformation enquiries and have an archive of information to allow real time reporting and information sharing.
  • Be responsible for implementing and maintaining effective programme management systems which will enable good risk management, performance reporting, sharing of best practice, mapping and monitoring interdependencies and escalation of issues.

Working autonomously and proactively, the Programme Support Officer will be required to provide project management support using project methodologies and strong administrative skills.


The post holder's prime responsibility is to ensure that all of the systems and processes support the delivery programmes within the remit of the transformation programme, to deliver their agreed objectives.


The main responsibilities are to:


  • Using agreed programme management methodology, control and maintain changes to the integrated delivery programme plan, ensuring governance is adhered to and that reporting is actioned by Delivery Leads and ED sponsors
  • Track and report on project portfolio performance, providing a realtime, comprehensive, and prioritised view of all projects. Coordinating monthly highlight reports to the overarching portfolio boards
  • Responsible for organising workshops, including venue selection and provision of materials
  • Raise invoices and purchase orders relating to the programme
  • Authorise signatory for small payments related to programme delivery
  • Work with the Head of Strategic Delivery & Improvement and programme leads to investigate the causes of any variance from target/plan
  • Work with clinicians, management and staff at all levels in the Trust, providing training and expertise in project and programme management tools and techniques, e.g. project planning and risk management to ensure programme delivery and spread the importance of maintaining a PMO approach to project delivery
  • Coordinate and manage the Programme risk register, ensuring presentation of uptodate risks and issue management at regular team meetings
  • Coordinate project risks and issues and the corresponding mitigating actions, working with programme and project leads
  • Establish and maintain the project management tools and documentation templates as a resource for the organisation
  • Develop an archive of programme documentation to allow for robust governance and to provide a clear audit trail of progress, decisions and evidence of programme delivery and impact
  • Support the development of an overarching Programme plan of all workstream projects, used to identify interdependencies, risks and opportunities, and track deliver
  • Develop policies, processes, and protocols for workstreams within the PMO's remit
  • Collect and log all the evidence from project and programme plans and deliverables
  • Regularly review documents and reports submitted to executive meetings and demonstrate a high level of attention to detail ensuring quality documentation
