Job summary:

The UK Debt Management Office (DMO) is an Executive Agency of Her Majesty's Treasury.

We are responsible for debt and cash management for the UK Government, lending to local authorities and managing certain public sector funds.

The DMO's remit is to carry out the Government's debt management policy of minimising financing costs over the long term, taking account of risk, and to minimise the cost of offsetting the Government's net cash flows over time, while operating within a risk appetite approved by Ministers in both cases.


The DMO is seeking an experienced and enthusiastic person to co-lead and manage the Gilt Desk, which sits at the heart of the organisation and carries out key activities in respect of the formulation and implementation of the DMO's debt management remit.

This critical role is responsible for leading on the DMO's gilt market operations and incorporates the statutory role of Assistant Comptroller General to the Commissioners for the Reduction of the National Debt (CRND) which oversees the administration of certain public sector funds.


This role carries with it substantial levels of responsibility in terms of efficiently and smoothly delivering the DMO's gilt financing remit.

It requires over time in-depth technical and operational knowledge of gilt auction/ tender/syndication operations, systems and processes, in addition to management experience and leadership skills.


  • You will have substantial experience in financial markets and managing a small team and/or market specialist staff in a fastpaced environment.
  • You will have proven experience of fixed income secondary markets, preferably the gilt market, including the preparation, delivery and management of large scale, timecritical and marketsensitive fixed income issuance transactions.
  • You will have excellent communication and influencing skills, both with internal and external stakeholders.

Person specification:


_ Management/Leadership_

  • Substantial experience in financial markets, including successful experience in managing a small team and/or market specialist staff.
  • A track record of successfully influencing stakeholders.
  • A track record of working collegiately in teams in a fastpaced environment; particularly relevant is experience of leading teams delivering time critical, high profile transactions.
  • Demonstrable experience of providing leadership for staff and managing/supporting their development.
