Main purpose of the post

  • To ensure the design and supervision of Mechanical and Electrical (new build, refurbishment, planned and revenue maintenance) scheme.
  • To ensure the delivery of the Authority's M & E Capital and Revenue Programmes of Work.
  • To promote sustainability and Energy efficiency design throughout the Country Borough Council's property.
  • To commission external consultation/contractors, as necessary, to ensure Capital/Revenue Programme delivery.
  • To ensure that projects are delivered in accordance with the Project Management and Quality procedures, adopted by the Section and Council.

Main duties and responsibilities

  • The post holder will select, motivate and manage the M & E team of Officers and assistants, to ensure projects are successfully managed and delivered to meet the client departments' requirements, in respect of time, cost, quality, statutory standards and safety.
  • The post holder will analyse client, objectives and requirements, assess project feasibility and assist in the preparation and completion of project briefs, and establish project budgets and programmes, in conjunction with the Project Directors for Project Management and Quality Surveying and Project Management Architectural, Building Surveying and Structures.
  • It will be necessary for the post holder to keep client departments and the Architectural Design and Project Management Manager fully informed throughout project life spans of progress, problems, design, budgeting and construction variations and other such matters considered relevant.
  • Assist in the selection of M & E consultants and help to negotiate their terms and conditions of engagement as necessary.
  • Help the Architectural Design and Project Management Manager to select appropriate methods of procurement for M & E projects of various kinds of advise on the most appropriate forms of tender.
  • The post holder must be adept at managing changes and ensure proper control and reporting of such changes.
  • It will be necessary of the post holder to be an excellent communicator, as the duties of the post will involve extensive communication with other departments, i.e. clients, external consultants and agencies, statutory authorities, planning, Building Regulations, Environmental Health, Health & Safety, etc.
  • The post holder will be responsible for the effective delivery of all M & E related capital projects and for the effective planning programming and completion of projects that form part of the wider Capital Programmes of Work.
  • To assist the management along with other Project Directors where there is an M & E input with the programming of manpower ensure effective delivery of the Capital Programme.
  • To provide technical advice on their specific discipline throughout the Directorate and Authority as a whole, advising Project Teams on these issues whenever relevant.
  • Update self and other staff in new ideas relating to M & E Design and Maintenance Services, including management, supervisory skills, financial, legal and economic trends and the latest forms of Procurement and contract documentation, as well as advances in M & E Plant and equipment, Construction techniques and updates to statutory legislative changes in Mechanical and Electrical Services.
  • Ensure effective communication and control of information between all members of the project team and enforce proper reporting procedures are in place to achieve such control.
  • Ensure successful handover of projects in conjunction with other Project Directors involved with the projects to the appropriate Client departments and advise building occupiers of their responsibilities for maintenance and feedback of information to the Project Team of all M & E problems identified during the defects period.
  • To ensure that client satisfaction questionnaires are completed at appropriate states of all projects.
  • To liaise with the other Project Directors under the control of the Architectural Design and Project Management Manager on projects.
  • To assist in the financial control of the Directorate and take part in its administration, which includes writing reports and attending meetings, as requested, by the Director, Head of Property & Regeneration, or Architectural Design & Project Management Manager.
