Spencer Clarke Group are working alongside a local authority based in
Waltham Forest to appoint a talented
Head of Commercial Estate on a contract basis.

As a
Head of Commercial Estate , you will provide leadership, operational management and financial control for the planning, delivery and commercial management of the Council's Commercial Estate portfolio, and leading on a proactive approachto asset management including

  • Maximising income and financial return to the Council;
  • Managing a safe and legally compliant Commercial Estate;
  • Supporting the delivery of social, economic and regeneration objectives from Council assets
To demonstrate and champion a commercial culture and delivery of customer focussed asset management services, ensuring the delivery of high quality, cost effective and compliant property service that deliver positive outcomes for Waltham Forest residentsand the Council

**About the role: - Lead and manage the Commercial Estates team in the asset management of The Council's Commercial Portfolio, including responsibility for all asset management casework, lettings and disposals.

  • To be responsible for delivering relevant aspects of the Council's Strategic Asset Management Plan (SAMP) and ensure the Commercial Estate is used to deliver on Corporate objectives
  • Lead and manage a team of property professionals
  • To be the Council's lead professional Valuation and property management representative (exercising constitutional delegated powers) in ensuring the Council complies with its obligations to obtain best consideration in line with Section 123 of the LocalGovernment Act 197
  • To be the budget holder for the Councils rental income (in excess of £4m per annum) and Commercial Estate team operating budget
  • To keep up to date with and disseminate local and national developments, that are likely to impact on the Council's Asset Management plans and strategy, and learn from best practice to enhance the knowledge of immediate staff and other managers
  • To establish and develop a structure for consulting with key stakeholders including members and service leads to ensure property transactions are undertaken in the context of a detailed knowledge of Borough prioritie
  • To deputise for the Director of Commercial Estate & Investment on matters related to Asset Management as required
  • Plan and ensure service delivery within a complex / diverse service area. Control operational activities within the service area and ensure professional standards are delivered.
  • Manage responses to complex professional or politically sensitive issues within the area of responsibility
  • Manage key relationships with delivery partners /providers /suppliers to commission / manage / evaluate / enhance appropriate service delivery / capacity within area of responsibility
  • Develops service plans to meet strategic business goals. Ensure compliance with all internal and external standards
  • Ensure the development and delivery of continuous improvements in all aspects of the service
  • Lead, motivate and develop staff to create and maintain a highly competent and participative workforce
  • Identify, secure, deploy and manage the resources necessary for the professional service area to meet/exceed its objectives
  • Ensure the necessary standards relating to safeguarding best practices/protocols are effectively communicated, monitored and maintained
  • Implement a risk management programme and advise on issues affecting Council service areas
  • Ensure the successful implementation of health and safety legislation, policies and practices
**About you: - Substantial experience of leading and managing asset management teams in a complex corporate or public service environment (E)

  • Substantial experience of asset management of commercial investment portfolios, valuation practice and methodology (E)
  • Substantial experience of relationship management, including providing robust challenge and working with providers to deliver improvements (E)
  • Experience of developing and implementing workplace strategies
  • Experience of developing forecasting and reporting on budgets (E)
  • Knowledge and experience of operating in a complex local authority, or similar sized corporate, environment (D)
  • Excellent leadership and management skills with a track record in developing staff and improving performance (E)
  • An excellent understanding of good practice in valuation and asset management (E)
  • Ability to manage, interpret and present large amounts of performance and other data, highlighting key messages trends and risks (E)
  • Excellent ICT skills, including the ability to full utilise Microsoft Office products, particularly Excel (essential) and experience of asset management database packages (D)
  • Experience in financial management (D)
  • Excellent organisational and administrative skills (E)
  • Excellent written and spoken communication skills
  • Educated to degree level, or equivalent
  • Chartered Surveyor
  • Registered valuer
