Delivery of a true business partner model for workforce, where staff in all services work with each other as equal partners in ensuring each others safety and the sustainable delivery of services now and for the future.

Divisions meet all the Safety Standards / procedures in relation to staff, such as workplace inspections, risk assessments, training and maintenance etc and in doing so making adjustments were necessary to meet individual needs.


Divisions receive the right balance between operational guidance and strategic planning so that the Trust can ensure the safety of staff, patients and visitors now and in the future.

Divisions have access to specialist knowledge to support the development and implementation of safety systems to enable the organisation to achieve its strategic objectives.

Health and Safety procedures and processes based on Health and Safety legislation, approved codes of practice and best practice and reduce the risk of litigation facing the Trust.

All Staff have access to specialist Health and Safety guidance and support.

Effective partnership working with staff side colleagues (e.g. safety representatives) on an individual case basis and general Health and Safety issues. Improvement in staff survey results for the relevant division.


Principal Responsibilities:
To provide support, advice and guidance on Health and Safety at all levels within the organisation.

To undertake the role of Security Management providing advice and support to the clinical divisions as required. To audit and monitor Health and Safety standards and performance within the Trust. To deputise for the Senior Safety Advisor (Health & Safety) as required.

To assist and support the Trusts Divisions and the services within, in meeting their Health and Safety obligations and responsibilities as laid down in Trust policies and procedures.

To facilitate the development and implementation of Health and Safety projects at a strategic and operational level.

To co-ordinate and undertake Health and Safety risk assessments in premises owned or occupied by Mersey Care NHS Trust and to provide reports on the findings of the assessment to appropriate managers.

To support Health and Safety link persons within clinical services.

To co-ordinate and, where appropriate, undertake regular inspections of Trust premises, or at any time deemed necessary by changed circumstances, and to provide reports as necessary.


Review and analysis of incidents and incident trends as well as reporting to and liaising with external agencies (HSE etc.).

To ensure safety databases are up to date and accurate records kept and disseminated. The development and presentation of Health and Safety training for all staff grades. To advise on the content of the organisations Health and Safety policies.

To liaise with Estates/Facilities Department, Building Control, and, where appropriate, designated architects etc.

on plans for new builds or refurbishment of existing buildings in relation to legislative and technical Health and Safety requirements.

Where appropriate undertake incident investigations using root cause analysis. Undertake specialist risk assessments, where highly complex issues need to be taken into account.


Ensure that the Senior Safety Advisor is informed of all situations which may have a potential impact on the Trust because of its severity or sensitivity.

The post holder is expected to manage their own workload and act independently within agreed policies and procedures. To liaise with ward and departmental managers on Health and Safety issues. To liaise with the maintenance contractors regarding the maintenance of relevant safety systems.
