Background


Hi Street Fest is an ambitious collaboration project spanning two years, aiming to bring life and vibrancy to high streets in six places across England, including Gosport.


Through street parties and parades, Hi Street Fest will bring a touch of carnival to each town and city, encouraging local people to come together to create performances that let their creativity loose.

EEA will work with Gosport Cultural Consortium and local partners to collaborate with local residents to bring their unique brand of unforgettable events and participatory experiences to Gosport high street.

The project aims to reimagine the high street, attract visitors and bring people together to celebrate Gosport's culture. The concept of Hi Street Fest is open and flexible, giving room for co-creation in each place.

In 2023, after weeks of outreach and community engagement workshops the project will culminate in a free, spectacular, home-grown procession in Gosport around the town centre on Saturday 22nd July.


1. Project Brief


In the lead up to Hi Street Fest, we will be touring a large-scale installation as part of our outreach and community engagement workshops.


The installation will be a large-scale diving helmet, a diving helmet has been selected as Gosport is located on peninsula surrounded by 24 miles of coastline.

With visitor attractions including a hovercraft museum, submarine museum and the UK's only diving museum, the town is synonymous with water.

With a strong inventing heritage, the first ever diving helmet was created here and we are known as the home of deep-sea diving.


2. Key Deliverables

  • To design a largescale diving helmet which can accommodate 12 people which can easily be assembled and disassembled for storage, transport and touring.
  • For the design to be able to be assembled and dissembled, ensuring it is easily transportable.
  • To build the piece, ensuring it is durable and is suitable to act as a 'centrepiece' which will feature in the touring exhibition and be installed as part of the main Hi Street Festival day.
  • To take into consideration the sustainability and weather appropriateness of selected materials.
  • To ensure the design and build complies with all Health and Safety requirements.
  • For the design to encompass an internal structure which allows for additions such as notes, comments or community artwork to be attached to the inside throughout its tour.
  • To ensure the piece is transportable for two people to move safely along multiple surfaces such as grass and pavement (this may include locking wheels).
  • To demonstrate the assembly and disassembly process to members of staff from Hampshire Cultural Trust.

3. Time schedule
April June 2023


The diving helmet piece must be delivered to Gosport Museum and Art Gallery by the 10th June where the fabricator/maker will demonstrate its use.

A total budget of £3,000 to include VAT is available for this brief, to include the makers time and all fabrication materials.
