Job Introduction


As Project Quantity Surveyor/Commercial Manager working in the Enabling Functions as part of the Engineering Services Team you will be responsible for the commercial management of all activities associated with the delivery of Asset Projection on the HS2MWCC within the project environment and with a focus on subcontract and change management.

You will be commercially leading on all asset protection activities which cover ground movement assessments, mitigation designs, structural inspections, settlement deedsand instrumentation and monitoring of assets.


You will be involved with all aspects of the project lifecycle, seeking to minimise the costs of the project and enhance value for money whilst achieving the required standards and quality in accordance with contract and Customer's and/or Contract Leaderexpectations.

You will be expected to work independently reporting to the Senior Commercial Manager.

Role Responsibility
You will be expected to provide reasoned advice, demonstrate depth of knowledge and you will be expected to:

  • Administer contract conditions and subcontract terms ensuring compliance with contractual obligations.
  • Undertake budget forecasting and cost control supporting and taking responsibility for Contract Financial Control and Reporting, including Cash Flow Management.
  • Undertake management and assessment of Variations and Change.
  • Support subcontract enquiries, subcontract Tender evaluation, subcontract negotiation.
  • Undertake subcontract management of the various Asset Protection subcontractors ensuring changes to their subcontracts are commercially managed and fairly assessed and value recovery is clear (i.e. the causes of change are clearly understood and documentedand the project the able to evaluate outturn cost accurately despite change, and, for Asset Protection works provide the project evaluation, measurement of the Works, Risk management and monthly commercial reporting.

You will also be expected to:

  • Undertake the efficient and effective management and issuing of accurate, timely and compliant notices and correspondence.
  • Ensuring contractual and commercial risks and opportunities are identified and are communicated/documented appropriately.
  • Assist with preparation of monthly progress valuations and claims for work completed.
  • Interfacing with Customer's commercial and project teams.
  • Produce monthly cost reports, forecasts, and Contract Leader Reports.
  • Review value management and advise on Risk management.
  • Prepare supply chain enquiries, negotiate, administer and finalise / close out supply chain contracts.
  • Plan and implement change management and cost control.
  • Provide contractual advice to the project / site team as and when appropriate.
  • Maintain awareness of the different construction contracts in current use.
  • Understanding the implications of health, safety and environmental regulations.
  • Ensure all health, safety and environmental risk situations are brought to the attention of Contract Leader / Project Manager
Essential

  • Relevant commercial experience preferably with a contracting organisation
  • Preferably qualified to ICES or RICS accreditation
  • Relevant CSCS Card

Desirable:

  • Strong contract experience.
  • Experience with Power BI.
  • Experience in rail or infrastructure projects.
  • Problem solving cando approach.
  • Proactive.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract.

Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the constructionof site compounds.
