This is a new role within Coventry & Warwickshire ICB (CWICB) within our newly created People Directorate.

We have recently launched our People Plan for CWICB and we are in the process of embedding the HR Business Partner (HRBP) team into CWICB from the Commissioning Support Unit (CSU).

This role along with our new Deputy Chief People Officer role have a huge opportunity to shape the People function for CWICB and deliver our People Plan.


The role will provide leadership to the HRBP function and will be our HR technical expert, but will also have responsibility with the Deputy Chief People Officer to deliver our exciting People Plan and Organisational Development interventions.

This role will be hybrid working with around 40% time on-site and 60% time working remotely.

To support the Deputy Chief People Officer to implement all aspects of the ICB People Plan.

Assessing, managing, and tracking project milestones, dependencies and resource requirements, undertake risk management and evaluate for trends as appropriate and identify issue resolution.

Design, lead and manage themed events and training, including delivering presentations where appropriate.

Lead team development sessions including coaching on a one to one basis.


Act as an advocate of change and modernisation in support of business and HR strategies, championing best practice HR management, influencing key business decisions to ensure the most effective management of staff and financial resource.

Champion and provide guidance to ensure organisational development and wellbeing initiatives are embedded in the organisation.


To develop and implement strategies to promote equality, and the effective management of diversity across CWICB with a focus on delivering successful EDI outcomes.


Coventry and Warwickshire Integrated Care Board (ICB) is responsible for commissioning NHS services on behalf of people in Coventry and Warwickshire.

In consultation with local partners, it plans the delivery of services in a way that both meets local health and care needs and reduces inequalities between different groups.

The purpose of our ICB is to bring partner organisations together to:
1. improve outcomes in population health and healthcare
2. tackle inequalities in outcomes, experience and access
3. enhance productivity and value for money
4. help the NHS support broader social and economic development.


As an Integrated Care System we have agreed a common vision as well as the principles of how partners will work together.

This is underpinned by the Health and Wellbeing Concordat for Coventry and Warwickshire.


This Concordat was agreed by our two Health and Wellbeing Boards and sets out our goal to enable people across Coventry and Warwickshire to pursue happy, healthy lives and put people and communities at the heart of everything we do.

Our vision is more than just an aspiration, it is the driver for real change across Coventry and Warwickshire.


The Head of HR and OD will provide leadership and operational management of the HR Business Partner and OD service for Coventry & Warwickshire ICB (CWICB) ensuring the provision of a highly effective service that exceeds service expectations and KPIs.


The role will ensure effective initiatives are in place to plan and deliver suitable HR & OD programmes and services to the Coventry & Warwickshire ICB (CWICB) managers and staff.


The Head of HR and OD will support the delivery of the People Plan for the CWICB, ensuring it links with the wider Integrated Care System (ICS) People Plan ensuring the plans utilise best practice methodologies, considering the external and internal environment and the changing landscape of healthcare provision across the ICB and ICS partnerships footprint.


Provide strategic HR direction and senior support to CWICB managers and employees, ensuring the required people management and organisational development processes and capability meet ICB objectives, enabling the continuing transformation of the ICB, strategically and operationally.

Provide effective leadership, direction and support to the HR Business Partner Team.


Provide effective leadership to AGEM CSU managed staff within the HR transactional team to ensure the local service is delivered.


Responsible for development and implementation of innovative OD solutions to enable the ICB to embed culture change and improve the working lives of our staff.
