  • The role of Programme Specialist is a senior leadership position as part of the Southeast Integrated Delivery Team. This leadership role has accountability for ensuring a stable workload and working with Area teams to develop a confident and secure pipeline whilst also readying the department for additional workstreams to reflect the future need.

The role has oversight of the programme, available data and networks, spotting issues, risks and opportunities and resolving or enacting opportunities as effectively as possible.

The Programme Specialist will work with project sponsors, senior members from our delivery partners and the area delivery boards to spearhead improvements in the way we work and deliver projects.

The role will lead and support change in terms of carbon budgets and carbon performance, assurance and accountancy changes, biodiversity net gain and entering the next commercial strategy space.

The role will lead on influencing these changes and ensure effective implementation within the hubs.
Responding to incidents is a central part of what we do.

You will be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident.

This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.


  • The team 1
  • The Southeast Programme and Contract Management team, part of Major Projects and Programme Delivery is led by a Delivery Manager, supported by Programme Specialists, Programme Managers and Project Team Managers. The team is at the heart of integrated project and programme delivery, collaboratively delivering sustainable asset management projects throughout their lifecycle to reduce flood risk, deliver environmental improvements and reduce carbon, resulting in added value and a greater sense of shared ownership with local communities.


  • Experience/skills required 1

  • A degree (or equivalent) in civil engineering, environment, asset management, project management, leadership, or management related discipline, ideally with chartered membership of a professional body such as APMP, CIWEM, ICE or a management institute.

As an experienced leader, you'll have a proven track record of successfully leading people through change and delivering complex programmes of work in collaboration with others, harnessing their skills, promoting innovation and driving improved performance.

You'll have extensive experience managing complex stakeholders, operating across all levels of an organisation, demonstrating strong interpersonal, collaboration, influencing and negotiating skills.

You'll have strong mentoring skills to support your teams in the delivery of their work.
Significant experience in project, contract and/or people management environment. An engineering, construction and/or flood & coastal risk management background is desirable not essential.

A history for delivering results in challenging projects or programmes through coordination of a technical team will need to be demonstrated.
