Role
The role of the Utilities Compliance Manager is to ensure the Health and Safety requirements are met and within every team of people who are required to excavate, or work within an excavation, or on or near underground/overhead utilities must be competentand adequately trained for the task being undertaken.
Role Responsibility
- Responsible for the assessments of staff prior to their formal appointments;
- Assist with the production of job specific RAMS/WPP and agree the method of excavation works around or adjacent to services.
- Ensuring project awareness when working around buried services and the culture of risk management related to underground services;
- Authorises the permit to disturb ground ensuring that the permit consists of the correct information, control measures and latest utility drawing as produced by the CAD department
- Appoints a deputy 'Authorising Person' in the event of their absence
- Ensures that correct training requirements have been met for anyone using cable locating equipment; this will include the formal assessment of the competency of the utility surveyor.
- Part of the role of the Permit Controller is to ensure the Health and Safety requirements are met and within every team of people who are required to undertake works near underground/overhead utilities all personnel are competent and adequately trainedfor the task being undertaken.
- Involved with for the assessments of staff prior to their formal appointments;

All appointments will be formal with the individual fully aware that they are undertaking this role and must hold the relevant qualifications also undertaking regular competency assessments.
- Where required assist with the production of job specific RAMS/WPP and agree the method of excavation works around or adjacent to services.
- ensuring project awareness when working around buried services and the culture of risk management related to underground services;
- authorises the permit to disturb ground ensuring that the permit consists of the correct information, control measures and latest utility drawing as produced by the CAD department
- ensures that correct training requirements have been met for anyone using cable locating equipment; this will include the formal assessment of the competency of the utility surveyor;
- appoint in writing Utility Surveyors and coordinators, ensuring they have received correct qualifications and competency;
- ensure that both SCSJV and HS2 procedures and processes are followed along with any statutory undertakers' requirements are always adhered to.
- ensure all appointed members of the team are aware of SCS and system owner policies and procedures;
- ensure correct formal appointments are in-place and kept up to date;
- audit site teams to ensure procedure compliance on a regular basis;
- produce site audit reports;
- to have been trained in the use of service location equipment and previously undertaken a similar role elsewhere;
- have excellent knowledge of safe working methods and procedures around services including HSG47 and PAS128;
- 1 of team responsible for approving permits to disturb ground ensuring correct method statements, risk assessments are in place and correct approvals have been obtained;
- validate onsite mark ups including ensuring the correct colours and exclusion zones are applied;
- monitor works to ensure permit/procedure/system owner compliance;
- to be available as a first point of contact for all issues relating to buried services and also upon the discovery of any uncharted services;
- ensure as-built information for underground services is taken accordingly prior to commencement of backfill operations and the permit close out process;
- review and communicate permit procedure updates to the wider team
- develop a system for open communication within the team
- to be available as a point of contact for all utility related issues for advice and guidance
- Other duties include Checks on site set ups / TRM's and other related duties as directed by line manager
Minimum Training requirements skillsets and experience
- Familiar with the use of cable detection equipment including RD8100 and ground penetrating radar with a minimum qualification of NVQ level 5 in utility mapping and surveying.
- Previously undertaken a similar role elsewhere and have excellent knowledge of safe working methods and procedures around services.
- Experience with working in the utilities industry and be familiar with standards, practices and procedures.
- Has excellent communication skills and be able to deliver briefings to the workforce.
- Has a good understanding of PAS128 and the coding system
- Be proficient in the use of AutoCAD or Microstation
