We are looking for a Senior Procurement Specialist to join our friendly Procurement and Commercial Team in Social Security Scotland.

The Procurement and Commercial Team sits within the Finance and Corporate Services Division of Social Security Scotland.

It is responsible for leading on the procurement of a wide range of goods and services ensuring compliance with the procurement regulations, and driving the realisation of savings and benefits for the organisation.


The post holder will report to the relevant Procurement Manager and will support the planning, development, and implementation of a variety of contracts including and up to high value/ high risk contracts to enable Social Security Scotland to deliver benefits to the people of Scotland.


This will involve delivering at pace, working with, and influencing key stakeholders in the Scottish Government and other UK government departments.

Responsibilities:


  • Lead all stages of the procurement process to deliver a variety of contracts including and up to high value/ high risk contracts in line with procurement policy, best practice, and Public Contracts Scotland Regulations. This includes procurement strategy development, tender management, evaluation to contract award.
  • Draft all associated procurement and contract documentation and use relevant tools and systems in delivery of procurement projects including Public Contracts Scotland and Public Contracts Scotland
  • Tender.
  • Effectively manage a range of customers/stakeholders within Social Security Scotland and the wider public sector to optimising value for money while ensuring key objectives are achieved e.g., sustainability, community benefits, fair work practices.
  • Engage and influence internal and external stakeholders at all levels of seniority to encourage the delivery of Social Security Scotland's business objectives. Prepare and submit a range of reports to facilitate decisions taken by stakeholders on procurements and contracts.
  • Assist your customers with contract management during the contract lifecycle using contract/supplier reviews and appropriate management information to identify risks to delivery, time, cost, and quality.
  • Work closely with customers and relevant suppliers to support effective contract outcomes, continuous improvement, innovation, and ongoing benefits realisation. This may include using market knowledge to conduct negotiations with suppliers where required.
  • Support our communication specialists to draft briefings for Ministers, coordinate and draft replies to Ministerial Correspondence cases, Freedom of Information Requests and Parliamentary Questions on procurements and contracts.
  • Work flexibly across the organisation, sharing experience and input to the identification and deployment of best practice to help deliver the organisation's wider goals.
  • You may have line management responsibility for at least one member of staff with responsibility to support their further development in the procurement profession.
