Our client is looking for an experienced

Head of Service:

People Commissioning
.

Hybrid working 102 days per week on site.

Working outside of standard office hours may be required. There is a requirement to work flexibly at all times with due regard to prevailing workloads and priorities. Attendance at evening and other out-of-hour meetings as required although this is not expected to be regular or routine.


  • Political activities of the post are restricted under the Local Government and Housing Act 1989.
  • Attendance at council meetings and any associated public meetings including occasional evening and weekend working may be required.

Main purpose of the job role:

  • Lead the development, implementation, maintenance of the People Commissioning function. Reporting directly into director of CPCM, the HOS will oversee performance of the Commissioning service whilst driving consistency across People commissioning
  • HOS People commissioning will work closely with Procurement & Contract Management Head of Service to ensure resources are deployed appropriately.
  • Accountable for leading on all aspects of people commissioning activity, including effectively managing, administering and coordinating all activities associated with the commissioning cycle (except procurement & contract management)
  • Defining "what good looks like" and developing procedures to implement as well as sharing policies, procedures and guidelines in relation to commissioning
  • To work alongside Commissioning Leads to ensure commissioning activities are consistent and effective
  • Provide support, direction and guidance as well as leadership and expert knowledge to the Commissioning Team
  • Liaising with Procurement & Contract Manager HOD to ensure the efficient deployment of resources across the hub
  • To act as a conduit for communication between hub areas
  • Brokering a service encourages a more consistent and informed way of brokering services for users, using market insight and knowledge about providers who can best meet their needs
  • Creation of service design / specification documents
  • Decommissioning existing services where applicable and identifying what needs to replace it (if anything)
  • Assessing the needs of end users to understand requirements needed to meet desired outcomes.
  • Analysis of the current product/service to understand any gaps or changes required to meet the defined outcomes
  • Bringing creativity and innovation to the role and to the way the Council will work in future
  • Developing and maintaining Walsall Councils strategic priorities to help Directorates balance competing strategies to inform and enable the achievement of outcomes.
  • Operating an effective strategic review cycle, reviewing the Council's aims and priorities periodically, developing and implementing a methodology to track performance against overall goals
  • Ensuring all programmes align with the strategic priorities and core policies, and where appropriate leading crossdepartmental teams to deliver highquality outputs
  • Scoping, leading and managing crosscutting projects on complex and highprofile areas of strategic and partnership engagement working closely with teams across the Directorates as well as with regional and national stakeholders including the Integrated Care System.
  • Developing an 'all age' whole of life outcome based approach to commissioning for Walsall.
  • Developing priorities or new initiatives, presenting these to Cabinet, CMT, Elected Representatives and a wide range of other audiences
  • Ensuring recommendations are fully informed by use of data, evidence and robust analysis.
  • Working with Cabinet and or portfolio sponsors in a politically balanced way to ensure areas and groups' views are proportionately reflected in recommendations and are receiving of buyin. Needing to include appropriate behavioural science aspects to support effective ways of working
  • Responsible for managing a wide and varied specialist team that can lead different strands of work and able to think laterally about problem solving and encouraging continuous improvement.
  • Deputise for the Director on matters of commissioning at internal and external meetings or events as required.
  • Provide cover, when required, for other Heads of Service withing the Commissioning Procurement & Contract Management Function.
