Description

The post holder will line manage and lead, professionally, managerially and operationally the Financial Accounting Departments and Financial System Department of the Trust.

They will lead on the preparation of the Trust's annual statutory accounts (and associated submissions to NHSE) and to ensure that national accounting deadlines are met.


The post holder will be required to work closely with External and Internal Auditors to incorporate new accounting standards and best practice into the workings of the Finance function and, in particular, to act as the lead finance officer coordinating the timely implementation of audit recommendations.


To manage and lead the reporting of working capital, cash and liquidity positions in line with required timescales, ensuring information is accurate, timely and relevant and to ensure that the Trust has sufficient cash available at all times.

  • To line manage and lead, professionally, managerially, and operationally the Financial Accounting Departments and Financial System Department of the Trust.
  • To deputise for the Deputy Director of Finance and to represent the senior finance team at key management and operational meetings both within the Trust and with external NHS organisations.
  • To lead the preparation of the Trust's annual statutory accounts (and associated submissions to NHSE) and to ensure that national accounting deadlines are met.
  • To work closely with External and Internal Auditors to incorporate new accounting standards and best practice into the workings of the Finance function and, in particular, to act as the lead finance officer coordinating the timely implementation of audit recommendations.
  • To liaise with Trust external valuers to ensure that the valuation aspects of the Trust's estate are appropriately handled, and those implications are quantified and understood.
  • To prepare monthly information for the Trusts respective Groups and Boards ensuring that all reports are meaningful and produced in a timely fashion.
  • To lead the financial reporting of the capital programme in line with required timescales, ensuring information is accurate, timely and relevant.
  • To manage and lead the reporting of working capital, cash and liquidity positions in line with required timescales, ensuring information is accurate, timely and relevant and to ensure that the Trust has sufficient cash available at all times.
The Secretary of State has approved the partnership between St Helens & Knowsley and Southport & Ormskirk Hospitals.

KEY DUTIES

  • To ensure compliance with NHSE's financial reporting requirements and deadlines.
  • To implement Trust policies and strategies in the management of its cash resources and to manage the day
- to-day relationship with financial stakeholders.

  • To lead the annual and multiyear production of the balance sheet, capital and cash flow plans. To monitor performance and outturn against those plans.
  • To take an active role with capital programme leads and capital project leads to ensure the timely delivery of Trust capital investment plans.
  • To identify and monitor the delivery of working capital utilisation improvement programmes.
  • To manage all balance sheet aspects of the general ledger, including the maintenance of all codes and reporting hierarchies and the development and implementation of GL policy and procedures.
