To take strategic responsibility and accountability for all aspects of technical standards of qualifications and assessments to provide the technical and statistical support for assessments and development teams and to assure City & Guilds' global reputationand competitiveness as a leading vocational education business.

Description
Main Responsibilities:
- Providing leadership and governance around assessment and development of new assessments and qualifications and clear oversight and management of our qualification and assessment design, development and delivery.
- Creating and delivering a strategy for use of data analytics and assessment research to feed assessment insights to support validity and reliability, and create a team with high value thought leadership for the awarding organisation.
- Grow the expertise within your team of quantitative analyses, interactive analytics using tools such as R and R shiny.
- Identifying and implementing innovative solutions to analysing and presenting statistical information to support key activities in assessment delivery, marking, moderation and awarding eg through the use of interactive visualisations to support decisionmaking.
- Making decisions and influencing on assessment and development technical matters at a senior level both within the organisation and externally, ensuring there is a deep understanding of the impacts of decisions on both the Assessment and Development teams,the wider business, stakeholders and customers.
- Providing focussed technical leadership and guidance on assessment, qualification development matters including guidance and support for the Heads of Function and Senior Managers in Assessment and Development teams.
- Fostering strong relationships with external stakeholders amongst key stakeholders including: Ofqual, IFATE, DfE, QW, partner Awarding Organisations.
- Providing expert knowledge, guidance and support to the Executive Director of Assessment, Standards and Awarding, the Senior Leadership Team and the Executive.
Profile
- A track record in leading strategy on using research and data insights to improve qualifications and assessment functioning such as quantitative and qualitative techniques, some use of Rasch/IRT techniques, simulation and other methods applicable in thecontext.
- Demonstrated expert knowledge, understanding of validity and reliability, such as
- Regulatory knowledge: understanding of the regulatory requirements and governmental policies that affect vocational and technical qualifications.
- Well developed leadership skills, including: leading, motivating and supporting teams, experience of improving culture, cultivating talent and ways of working.
- Ability to deliver assessment design and development to plan: ontime and on budget to agreed quality standards.
