_Site Person in Charge (SPC) Role Clarification _

In order to provide clarity to the SPC requirements for third party works adjacent to or on the

London Underground Network a two-test system has been devised; Test A and B. If the conditions of Test A cannot be achieved, then Test B must be applied.


Test A:

  • Is the work party smaller or equal to 3 number attendees?
  • Are the works classed as nonIntrusive? I.e. access or survey only.
  • Can the works be carried out using hand tools? I.e. tape measure, camera, tools which would aid a survey and fit inside a backpack.

Answer A:

  • Dual PWT-EH / SPC role allowed. SPC requires no specialist knowledge of the works being undertaken.
  • If SPC has no specialist knowledge, then the Outside Party requires a TSW 035 employers declaration of competence form.

Test B:

  • Is the work party bigger than 3 number attendees?
  • Are works* required within the track** environment?
*Works defined as anything requiring the use of tools, over and above the list stated in Test A. OR any equipment which needs to be transported on a track trolley. OR anything which could foul a train service if left accidentally at the end of the shift.

**You are on or near the track, if you are; within two metres of any rail, on the permanent way or on a platform end ramp. You are not on or near the track, if you are; on a station platform, in an area guarded by a physical barrier.


Answer B:

  • Required that PWT-EH and SPC are separate roles, where the SPC requires specialist knowledge of the works being undertaken.
  • No requirement for TSW035 because the Outside Party has the formal SPC qualification.

Note:
PWT-EH and SPC can still be a dual role if they come from the Outside Party

(Monitoring Contractors & Network Rail are obvious examples).

Note:

External SPC's must also show the PWT a signed TSW 035 form, covering the Scope of Works being undertaken.

It is recognised that there may be scenarios which fall outside of test A and B. Or for which there is some ambiguity. In these instances, the Access Team will be able to advise the requirements and which test to apply.

To provide additional clarity to the Infrastructure Protection team, the following examples have been drafted, which encompass the most common forms of third-party works.


Example scenarios for Test A are listed below:

  • Pre
- / Post-Construction schedule of condition survey (non-intrusive).

  • Scaffolding on adjacent land (clear separation with no works on LUL infrastructure).
  • Scaffolding on the boundary (or within TfL airspace) requiring access on LUL Land.
  • Inspection of assets over TFL Track using abseiling.
  • Lift oversail.
  • Installation of plywood protection around / over cable run. Note, assumed protection can be prefabricated from place of safety and lifted into place without the need to interface with the track environment.

Example scenarios for Test B are listed below:

  • Monitoring Installation & Monitoring Using Total Station (monitoring contractors should be encouraged to gain SPC qualifications).
  • Track Trolley Use (could foul the service if left in situ).
  • Drilling / Fixing of equipment within the track environment.
  • Inspection of Network Rail crossover assets using ladders (NR should be encouraged to gain
SPC qualifications.
