Interim Energy Projects & Programmes Officer - Energy Services

£24.00 per hour PAYE


Hybrid role

  • Deliver a range of energy and carbonsaving projects, including building retrofit projects (such as installing heat pumps, solar panels, LED lighting, new glazing), expanding district heating networks and overseeing feasibility studies by external specialists.

This involves end-to-end project management, including the following:

  • Project inception identifying opportunities for energy savings and how to deliver them.
  • Project development building up the project, including working with relevant stakeholders, calculating cost estimates, carrying out a costbenefit analysis, developing the project documentation and seeking formal approval for the project.
  • Securing funding, which may involve writing external funding bids and drawing up tender documents and procuring contractors to deliver the project.
  • Management of contractors during the project delivery and ensuring stakeholders are involved throughout.
  • Dealing with any issues that arise during delivery, negotiating solutions and using appropriate change controls if required.
  • Managing the project budget effectively to deliver value for money and completing the project, ensuring the objectives are met and handing over to operations.
  • Maintain effective relationships with other council departments in order to identify energysaving opportunities.
  • Prepare reports, statistics and other information as required.
  • Carry out analysis of energyrelated datasets using Microsoft Excel.
  • Keep abreast of and assist with research into new sustainable energy technical, policy and legislative developments.
  • Deal with correspondence with councillors, residents, local businesses, other council officers, suppliers, contractors and other public sector agencies related to energy.
  • Attend meetings to represent the Energy Services team where required.

Qualifications:


  • Degree in energy, environmental science, engineering, construction, project management or other relevant field, or equivalent experience.

Knowledge & Experience:


  • Experience of delivering energyrelated projects, ideally in a public sector environment.
  • Excellent project and financial management skills (experience with project budgets) and an engineering background with knowledge of district heating.
  • Knowledge of heat networks desirable.

Skills:


  • Ability to manage energyrelated projects, including costbenefit analysis, procurement, contract management and budget management.
  • Ability to identify energysaving opportunities that could be developed into projects.
  • Ability to manage a varied workload, managing several different simultaneous workstreams.
  • Ability to assess large datasets and manipulate them using Microsoft Excel.
  • Ability to provide clear, relevant technical advice both verbally and in writing to a range of audiences.
  • Excellent IT skills, particularly in the use of Excel, Word and PowerPoint.
  • Able to carry out duties in accordance with council policies including quality standards, customer care, health and safety, environmental sustainability and equality.
  • Car driver with valid license and insurance or ability to travel for site visits.
