Job summary:

The award winning Capability Team was formed in 2014/15 to enable government departments to improve their commercial capability.

As a new concept for government, the Government Commercial Organisation (GCO) was established to be the employer of senior commercial professionals (now Grade 7 and above) across central departments and we have developed a suite of capability services that they and wider government bodies can access, with the vision of being the best commercial function in the United Kingdom.


Once in a commercial specialist role, individuals have access to training and accreditation programmes, they are assigned their own executive coach and benefit from a tailored talent management service.

Over the past few years the number of commercial specialists has increased to over 1,500 employees, requiring a team of professionals to help them realise their potential


Job description:

You will be part of a team of 8 people who design and deliver a variety of successful and high impact career development activities, and your main areas of focus will be:


  • Performance management: You will manage the process within the GCO, embedding the new approach, which was launched in 2023, ensuring we respond to customer feedback whilst reflecting good practice. You will identify opportunities for simplification and innovation e.g. sourcing a new 360 tool, with the overall aim of enabling our commercial leadership to build a true culture of high-performance, focused on both outcomes and behaviours.

Talent development: Your work will enable GCO specialists to develop breadth and depth of experience via career development moves across central government, wider public and private sectors. You will contribute to creating effective talent reviews and succession planning to drive increased mobility and advancement of our talent. You will maintain an external outlook to remain in touch with future thinking, and you will optimise use of HR systems, data and insights to support, inform and enhance all talent management decisions.

We are a small, collaborative team, so willingness to support colleagues with our other offerings e.g. career management services and emerging commercial talent programmes, may also be required at times.


Person specification:

This is an exciting time to join.

We are looking for someone who enjoys working with others in a fast paced, delivery focused environment; someone who cares about why commercial matters, and who has a positive approach to making a real difference in how we can attract and grow our commercial talent.


You will need to be comfortable and productive in ambiguity with proven experience delivering talent initiatives across multiple stakeholder groups.

You should have an interest in, or experience with, group-wide diversity initiatives to promote the attraction and successful development of diverse talent.


You will enjoy developing relationships and networks with stakeholders across the GCO including departmental Commercial Directors, HR teams, Profession Leads and Diversity & Inclusion Networks.


You will be a truly collaborative team worker, capable of working in partnership with other colleagues in the wider Commercial Capability team including HR, Recruitment, L&D, Assessment & Development, Finance etc.


Essential Experience

  • Specialist knowledge and experience in implementing talent initiatives and managing them through to delivery, to support business leaders in identifying, developing and advancing talent.
  • Able to build excellent relationships with senior stakeholders through highly developed interpersonal and influencing skills.
  • Comfortable using data to develop a strategic approach to building capability, drive insight and decision making.
  • An understanding of effective performance management approaches, notably with regard to driving positive behaviours.
