Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our Home Office commercial team delivering departmental objectives.


Job description:

We are recruiting for a new role to manage contracts in the Maritime Category.

The commercial team are growing capabilities to provide an end-to-end service to Maritime customers (Border Force including the Small Boats Command and the Joint Maritime Security Centre).

This is an exciting opportunity to create new ways of working in this Category and embed the Government Commercial Function Contract Management principles and standards, building new relationships with business leads and driving best value from novel and complex contracts, identifying and implementing improvements.

This is high profile, fast-paced work area and provides great insight to work in one of the Prime Ministers top 5 priorities.


The role holder will initially have a team of 1 Senior Executive Officer but as the work is assessed and embedded, and wider category knowledge understood it is expected this may grow.

Key stakeholders are in the Border Force and Small Boats Operational Command but also include MoD, Cabinet Office and Crown Commercial Service.

The contracts are novel and complex and are in some cases unique in Government. The team will also support re-procurements drawing on lessons learned and best practice.


Person specification:


Supporting the Commercial Business Partner Border Force (BF) and Immigration Enforcement (IE), you will manage a range of maritime specific commercial agreements for the Home Office to ensure that they deliver to requirements, ensuring value for money and compliance with the Government Commercial Standards.

The Team delivers contractual arrangements to support the HO to deliver its primary objective of protecting our borders.


You will need to have a full understanding and experience of using public procurement legislation and be familiar with Procurement Policies in Government.

You will have delivered complex (over £10M contract value or novel/contentious contracts) contract management activities. You will also ideally have some knowledge of the maritime sector/environment.


Develop appropriate Commercial Strategies to meet the needs of the customer.- Manage complex contracts compliant with relevant legislation and Government Commercial Function Standards.

Engage across the Commercial Directorate and Government Commercial Function to work collaboratively.


Improve contract monitoring and management standards in the relevant business areas.- Collaborate with stakeholders (Senior Responsible Officers, Project Managers, Finance, Commercial Finance, Cabinet Office and others) to deliver excellent outcomes, on time.

Manage the contract risks ensuring mitigations are in place or escalated.
Maintain accurate data to inform the commercial pipeline and reporting.
Ensure the continuous development of yourself and your colleagues.
Act corporately and make a contribution to the Home Office/Government Commercial Function wider objectives.

You will have or work towards "expert" level in the Contract Management Capability Programme. You will take ownership of silver/gold level contracts ensuring compliance and driving Value for Money. You will look for transformational opportunities including considering the needs of Other Government Departments.

You will support the business with contract monitoring and bronze level contract management, ensuring all contracts in this portfolio are effectively managed in-life and risks understood/mitigated.
