I am working with a Public Sector Organisation based in Harrow who are looking for a HR Consultant for 5 Months Initially.

The role is full time, to start ASAP and paying up to £28.94 umb p/hr. The role is in scope of IR35.

Job Purpose

  • Working within the ER team provide appropriate advice to the Directorate Directors/Managers on people management issues;
  • Advise on calls from managers with queries on people management, HR policies and procedures and terms and conditions queries via the HR Service Centre on a rota basis, triage calls;
  • Undertake job evaluation as allocated by the HRBP/Senior HRBP
  • Support the HRBP in dealing with ER issues and the full range of case management issues
  • Support the review and development of HR policies and procedures in line with agreed timeframe

Duties and Responsibilities

  • To demonstrate a commitment to the Council's Equal Opportunities Policy and the ability to understand and implement the policy in relation to the job responsibilities
  • To ensure compliance with your responsibilities as laid out in the council's health and safety policy and take an active role in promoting a positive health and safety culture.
  • To promote and participate in the council's individual performance appraisal and development initiatives and information management best practice.
  • To ensure compliance with the council's information security policies and maintain confidentiality.
  • In accordance with the Immigration Act 2016, where the role is customerfacing and the post holder is required to speak to members of the public, the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post
  • Undertake all the HR Consultant functions within the context of the client's needs as requested by the HRBP and in their absence the Senior HRBP.
  • Act as a point of contact for Directors/Managers as for the delivery of a high quality, professional, customer focused and businessled HR consultancy and advisory service.
  • Build effective working relationships:
  • Within HR & OD to ensure there is an integrated approach when formulating and implementing HR & OD policies and interventions;
  • Across the Council with directors, service leaders, management and trade unions and establish credibility as a trusted partner and adviser in schools employee related matters.
  • On a rota basis triage calls at the HR Service Centre from managers with people management, HR policies and procedures and terms and conditions queries in line with agreed service delivery protocol.
  • As allocated by the HRBP / Senior HRBP provide a professional, proactive, timely and credible HR advice in handling people management cases in line with the agreed protocol for service delivery.
  • Provide timely and quality people management advice to managers ensuring Council policies and procedures are applied consistently. Work in partnership with the management teams to develop and deploy pragmatic and appropriate solutions adopting risk assessment and management approach to resolve issues/cases as far as possible.
  • Provide advice on general and straight forward queries from schools employees and refer more complex/individual queries to the HRBP/Senior HRBP.
  • Escalate all ER/ HR intervention points e.g. Discrimination, police involvement, illegal workers, safeguarding issues, dismissal, appeals, gross misconduct, compromise/settlement agreement, employment tribunal claims to the HRBP in the first instance and Senior HRBP as necessary.
  • Undertake GLPC job evaluations requests as directed by the HRBP/Senior HRBP.
  • Participate in case conference to review the progress of live cases with SLT and where appropriate involve employment lawyers as necessary.

Knowledge & Skills

  • Good knowledge and clear understanding of employee and industrial relations issues and best practice when advising School Head and managers.
  • Understanding in the current thinking about people leadership, people management and organisational change.
  • Understanding of risk assessment and management
  • Knowledge and understanding of equality and diversity issues and their relation with employment policies and practices
  • Knowledge, awareness and understanding of the public sector, including understanding the key drivers for change
  • Good knowledge and clear understanding of employee and industrial relations issues and best practice
  • Understanding in the current thinking about people leadership, people management and organisational change
  • Understanding of risk assessment and management
  • Experience of delivering a quality, proactive and customerfocussed HR advisory service and understanding consultancy service
  • Experience of supporting change programmes, working collaboratively with representative groups and other stakeholders including TUPE
