Job description

The Team
This is an exciting time to join a priority, high profile team within HMRC's Customs Policy and Strategy Directorate. The Northern Ireland Customs Policy team is responsible for the customs aspects of the Windsor Framework.

Working in collaboration with colleagues from within HMRC, HM Treasury and across Whitehall, the team will be driving forward policy development to tight timelines, advising Ministers, engaging the EU on complex topics, working with solicitors and delivery partners to ensure legislative and operational delivery, and handling a diverse range of partners to manoeuvre complex and sensitive issues.


The Role
These are stretching roles in a fast-paced team.

You'll have significant opportunities for growth and development in the role, and the scope to influence the implementation of one of the Government's priorities, the Windsor Framework.


You will have the opportunity to shape the policy area and ensure the smooth flow of goods between Great Britain and Northern Ireland, and see your policy implemented on the ground.


To be successful in the role you will need to be agile to competing priorities, maintain awareness of the wider risks to a successful implementation and be able to bring stakeholders together to drive forward solutions to complex problems to ensure you policy area is on track.


The roles will involve working with a diverse list of stakeholders to ensure the successful implementation of the Windsor Framework, both within HMRC and across government, including working with the Cabinet Office, the Department for Environment, Food and Rural Affairs (DEFRA), Border Force, and Department for Business and Trade (DBT), as well as senior officials within HMRC.

Some of the roles may also involve working with EU officials.


Responsibilities

  • You will lead on your own area of the Windsor Framework that you will see through to successful implementation.
  • On a daily basis, you can expect to be engaging with seniors within HMRC to ensure they are kept up to date on the implementation of your area.
  • Responsibility for driving your policy area through to implementation by bringing in other stakeholders as needed to drive forward solutions.

Person specification

Essential Criteria:


  • Experience of the policy making and implementation process.
  • Have a proven track record of building and working successfully with a network of colleagues to deliver solutions.
  • The ability to grasp complex and technical policy areas quickly to enable you to hit the ground running.
  • Be confident in communicating, including to seniors and EU officials on technical issues and the ability to pitch the detail at the right level to ensure the correct decisions are made.
  • Deliver great results in fast paced and often challenging environment whilst ensuring the quality of your work is completed to a high standard.
  • Be able to lead crossGovernment engagement on sensitive policy issues and maintain abreast of crosscutting impacts.
  • The ability to bring together stakeholders to drive results.
  • Be able to work independently and make decisions at the right level in relation to your work area, and a track record of proposing solutions to complex problems.

Desirable Criteria:


  • Knowledge of customs policy would be desirable, but not essential.
  • Experience of working on other technical or complex policy areas would also be beneficial.

Salary:
From £42,618.00 per year
