This post is based in Rehabilitation and Care Services Group in Directorate of Central Operational Services.

The post holder can be based at any site in England and Wales but may be required to travel prison service sites nationwide.


Overview of the job


Accountable to the Textiles Programme Executive for the allocation and delivery of production work in line with Stock management needs and business development commercial sales.

Provide technical support to PSPI, Establishments and procurement.

Reports to the Textiles Programme Executive, Public Sector Prison Industries. This post is National.
No line management responsibilities.

This is a non-operational role.


Summary


Responsible for the management of both internal orders and orders for other government departments, maintaining delivery of internal market requirements within agreed stock levels, and managing capacity and production in line with the ACF, taking corrective action where necessary.

Responsible for advising establishments on workshop design and business operation as required by the Textiles Programme Executive.

Working with nominated establishments to help implement and deliver Business Management Systems (BMS)/quality assurance processes.

Responsible for the design and development of têxtile and leather products manufactured by PSPI.

Responsible for giving technical support to prison workshops, and the procurement team where relevant.


Responsibilities, Activities and Duties
The job holder will be required to carry out the following responsibilities, activities and duties:

  • Responsible for providing work orders to workshops and scheduling work to ensure maximum utilisation of skills, machinery and capacity, and in support of strategic plan as set by Textile Programme Executive.
  • Responsible for ensuring design and development of têxtile, and leather products manufactured for the internal market or for commercial customers are fit for purpose. Monitoring the latest developments in machinery and material to incorporate the most effective production methods, patterns and materials and ensure production costs are kept to a minimum.
  • Offer advice and guidance to technical queries raised by workshops assisting in setting up new workshops, and providing technical solutions to issues arising from manufacture or handling techniques.
  • Use of ProAct system to monitor and maintain stock levels to a predetermined level and assist in providing a timely supply of goods to
Establishments.- Provide workshops with 'work package' to include specification, inspection chart, lay marker and approved sealed sample.

  • Audit materials and finished goods at NDC Branston and manufacturing Establishments and in storage.
  • Arrange the manufacture of special measure and ad hoc orders, as required, to support Establishment requirements.
  • Assist in the creation of bills of materials, production orders and product costs for hard charge processes and other government departments.
  • Produce material specifications suitable for procurement process and product specifications to assist workshops in product manufacture.
  • Manage the purchase, manufacture or repair and movement of industry specific machinery from Sewing machine Repair (SMR) workshops via NDC Branston to receiving workshops.
  • Produce or arrange production of samples for other government departments, and commercial customers where appropriate.
  • Act as liaison with training provider for the provision of training courses offered by PSPI for the benefit of workshop staff.
  • Provide business cases in support of new and modernisation initiatives, gaining agreement of Governors and Area Managers.
  • Provide technical advice to Establishment workshop staff, Procurement and OGD.
  • Give support to the leather industry including procurement.
