This is an exciting opportunity to join a dynamic team of Health and Justice Commissioning Managers in the East Midlands.

This role is hosted by Arden and GEM CSU but is working solely for NHSE.


As a Senior Project Lead, the post holder will work as part of a dynamic team in the commissioning and mobilisation of Health and Justice healthcare services to ensure that NHSE responsibilities for commissioning and contract management are supported and implemented.

This can include people residing in secure settings, accessing non-custodial services and victims of sexual assault accessing SARC services across the East Midlands.


NHS England (NHSE) has a flexible approach to working, although attendance at a base within the East Midlands is likely for team meetings and 1:1s and other meetings where requested.

Main base is Cardinal square, Derby

The post holder will have responsibility to lead designated Health & Justice projects and workstreams across the NHS England East Midlands Health and Justice region, delivering on key priorities including:

  • Service mobilisation and procurement of new healthcare contracts.
  • Supports robust and effective project management
  • Supports innovation and best practice in commissioning activities.
  • Ensures the voice of the service user is at the very centre of H&J activities.
  • Ensures that services are commissioned in line with NHSE statutory duties.
  • Supports the national and regional strategies for Health and Justice, providing alignment across health, social care and criminal justice systems.


As Senior Project Lead within the Health & Justice portfolio the post holder will work across the team ensuring an effective community equivalence healthcare service is commissioned for those patients within the secure estate.

Key Accountabilities

The post-holder will

  • Work as part of a team to ensure that the regional vision and delivery of Health and Justice services continues to reflect the needs of the client group, as well as ensuring community equivalence in healthcare delivery and experience for those patients who are in a custodial setting.
  • Work to the Senior Commissioning Manager (Custodial) take specific responsibility for the commissioning and contract mobilisation/management of high quality, cost effective, prison healthcare services and support any new commissioning initiatives.
  • Chair and direct key meetings including healthcare provider contract and performance meetings.
  • Be recognised as a primary, single point of contact for all day to day queries for healthcare providers and other stakeholders (e.g. Governors, ICB/ICS leads).
  • Manage and resolve complex problems whilst also recognising when information may need to be shared and escalated.
  • Take a thematic lead for a health topic relevant to the custodial estate and drive forward any work streams relating to this topic (e.g. mental health, substance misuse, health promotion etc).
Operational

  • Support the delivery of the commissioning cycle for a range of health and justice services, including assessment of need, procurement, contracting, performance and quality assurance and evaluation.
To ensure the service users voice is embedded across all stages of the commissioning cycle.

  • To deliver requirements listed above and engage and liaise with key stakeholders, (health and criminal justice) in particular;
  • To support the delivery of day to day commissioning activities and projects
  • To drive delivery of a range of commissioning initiatives and projects
  • To support the identification and sharing of best practice
  • To operate in a highly political and sensitive environment
  • Support the portfolio of initiatives in demonstrating value for money for the current spend through tracking, managing and delivering agreed benefits.
